Purpose:
Conduct plumbing and property inspections to ensure compliance with plumbing standards and local ordinances. Conduct residential and commercial plan reviews to ensure compliance with all applicable standards.

Rate of Pay: $29.32 - $36.22 hourly

FLSA: Non-Exempt/Full-Time

Reports To: As Assigned

Partial paid benefits including health insurance, defined benefit pension, paid vacation, paid sick leave and 14 paid holidays.

Minimum Qualifications:

  • High school diploma/GED.
  • Must be able to qualify and remain qualified under the rules promulgated by Michigan Act 54 of 1986. An
  • applicant for registration as a provisional plumbing inspector shall have possessed a journey license for not less than 2 years or shall be licensed as a master plumber under the provisions of the state plumbing act, 2002 PA 733, MCL 338.3511 to 338.3569.
  • Possess and maintain a valid driver license with five or fewer points.

Essential Functions:

Example Duties/Responsibilities:

Conducts plumbing, and ordinance inspections; coordinates and inspects sidewalk and rental programs; works with complainants, homeowners, and contractors to resolve issues; prepares reports regarding plumbing inspections, complaints, and violations; issues summonses and complaints as authorized; testifies in court providing information and documentation regarding alleged violations; provides comprehensive plan review for commercial and residential projects; inspects, using visual observation and mechanical testing equipment, new installations and alterations of plumbing and drainage systems in public and private buildings; checks, visually and mechanically, such items as piping size, connections, trap seals, cleanouts, and the use of approved materials, devices, fixtures and equipment; determines compliance with applicable federal, state, county and local laws and codes; meets with engineers, designers, contractors, and homeowners to explain comments generated from the plan review process; reviews proposed construction plans and documents to determine compliance with applicable laws, regulations, and codes; inspects approved plans, specifications and permits issued for proposed work projects; approves or denies plumbing permit applications; performs other duties as assigned or required.

Working Conditions:
May be exposed to potentially dangerous situations and circumstances while inspecting industrial areas, construction sites or conducting fire damage investigations.

Work is performed in houses or buildings under construction, undergoing alterations or being condemned.
Some jobs require an employee to be exposed to heat, cold, noise, noxious fumes, dust, dirt, odor and dampness.

May be required to work in all weather conditions.
May be required to climb ladders, or work in trenches to perform necessary tasks above and below ground.

Physical Requirements:
The job duties require an employee to walk, bend and reach for extended periods.
The job duties require an employee to bend and stoop in confined spaces.

Special Requirements, Licenses, and Certifications:
• Upon appointment, individuals must meet the requirements of Act 54 of 1986 and become registered as a plumbing inspector and plan reviewer.
• Possession of a journey or master plumber's license issued by the Michigan Department of Labor and Economic Growth.
• Possession of a valid Michigan driver's license.

NOTE: Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

  • Familiarity with plumbing codes and standards, building techniques and practices;
  • Familiarity with federal, state, county, and township codes, ordinances, policies and procedures;
  • Ability to interpret, explain, and apply federal, state, and local statutes, ordinances, and other requirements;
  • Ability to read and interpret plumbing plans and specifications;
  • Familiarity with construction and other building codes;
  • Ability to observe critical plumbing installations or alterations, obtain accurate data and prepare reports;
  • Familiarity with computer operation using a variety of software;
  • Familiarity with public relations, community relations and community service goals and objectives;
  • Ability to communicate with complainants, property owners, and others;
  • Ability to utilize and apply various research sources, methods and techniques;
  • Knowledge of state plumbing codes and related laws and regulations.
  • Knowledge of the standard practices, processes, tools, equipment and materials of the plumbing trade;
  • Knowledge of the occupational hazards and safety precautions applicable to the work;
  • Knowledge of basic investigative procedures and methods;
  • Ability to operate a motor vehicle;
  • Ability to communicate effectively;
  • Ability to work without regular supervision.

Examination: All candidates meeting minimum qualifications will be invited to take an oral examination.
