Duties Description The Plant Superintendent C will plan, supervise, coordinate, and direct the activities of physical plant subordinate engineering and maintenance staff. The incumbent will plan maintenance, repair, rehabilitation, and construction projects; establish work priorities; assign work to subordinate staff; and reassign staff to address health and safety issues or other priorities, as required. The Superintendent will oversee work in progress to ensure that assignments are completed on schedule, provide technical assistance and instruction to subordinate supervisors and workers as required, and review completed work to assure quality and adherence to instructions. The role will perform time and attendance functions, reviews employee LATS, approve overtime and leave, counsel staff for time and attendance issues, prepare and review performance evaluations, and counsel staff to improve job performance. The Superintendent will participate in labor relations activities and disciplinary hearings; participate in the recruitment and/or selection of new physical plant and maintenance personnel. Duties include conducting interviews, making recommendations for appointments, monitoring probationary reports on new staff, and making final recommendations for retaining or terminating new staff or contractors. They will also participate in the development of training programs to meet staff needs. The Superintendent will develop, review, amend, and ensure the implementation of policies and procedures related to facility physical plant, engineering, and maintenance operations. This includes procedures for receiving, scheduling, and tracking work; operating maintenance storerooms regarding requisition, distribution, inventory, and security; preventive maintenance for equipment and vehicles; and requesting repair work, alterations, or construction, including man-hour estimates and costs. The role will participate in updating and reviewing facility procedures and internal controls to maintain facility accreditation. The incumbent will perform a variety of contract administration activities, including participating in the development of contract specifications, contract negotiations, and the interview and selection of contractors; administer all maintenance contracts for primary building systems, such as HVAC and environmental control, life safety systems (fire alarm and sprinkler systems), emergency power and generator systems, and various lab equipment and systems and oversee all maintenance contractors while on site. They will ensure contractor work is completed according to specifications by periodically inspecting performance and meeting with contractors and supervisory staff, while resolving any issues associated with the quality and quantity of work. The Superintendent will also be responsible for other activities intended to improve the facility's operating efficiency or maximize physical plant investment. They will monitor the operations of primary building systems, evaluate needs for improvements, and make recommendations for priorities based on fiscal constraints and regulatory compliance. They will conduct energy conservation evaluations, develop systematic programs to monitor productivity and performance, and determine standards for maximum utilization of personnel and resources. They will also plan, review, and update preventive maintenance programs, including oversight of maintenance contracts. In addition, the Superintendent will ensure that facility structures and systems remain in compliance with federal and state regulatory agencies, addressing and remediating any deficiencies as expeditiously as possible. They will develop capital project specifications with architects, construction managers, engineers, and representatives from the Office of General Services (OGS), the OMH Bureau of Capital Operations, and the Dormitory Authority of the State of New York (DASNY). The Superintendent will perform various fiscal tasks for the physical plant, engineering, and maintenance departments. They will prepare annual budgets, allocate and reallocate staff and fiscal resources, determine purchasing needs related to buildings and grounds maintenance, approve and sign purchase orders, and meet with the Business Officer or facility administration to review expenditures against budgets. Furthermore, the incumbent will serve on various facility committees, such as the safety committee; participate in weekly construction meetings; serve as a liaison between facility administration, contractors, and officials in the agency’s main office. They will be responsible for ensuring compliance with various regulatory agencies; overseeing mandated self-assessment environmental reviews, which require inventorying and cataloging environmental exposures; develop plans for correcting exposures and for remediation timeframes; and prepare final reports for review and submission to these regulatory agencies.

Minimum Qualifications Transfer Candidates: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law to a Plant Superintendent C, Grade 21. Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Plant Superintendent C; Or as a Building Maintenance Supervisor 2, Maintenance Supervisor 2 (Building), Maintenance Supervisor 3, Maintenance Supervisor 4, Plant Utilities Engineer 3, Plant Utilities Engineer 4, Public Buildings Manager 2, or Regional Park Maintenance Supervisor. Open Competitive HELPS qualifications: Six years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; and/or contract management of building maintenance/construction/rehabilitation projects and grounds. **Substitution: Associate degree may substitute for two years of specialized experience. Bachelor's degree may substitute for four years of specialized experience. Master's degree may substitute for five years of specialized experience. J.D. may substitute for six years of specialized experience. Ph.D. may substitute for seven years of specialized experience. Preferred Qualifications: The preferred candidate will have experience working at a nursing home.
