Job summary

Bowie State University seeks a Plant Superintendent to provide campus-wide oversight of mechanical, electrical, and plumbing systems. Qualifications

  • Bachelor’s degree in Mechanical Engineering or related field.
  • 7+ years managing industrial HVAC/MEP systems with degree; 12 years without degree.
  • 5+ years direct oversight of building mechanical and infrastructure systems.
  • Experience with preventive maintenance programs, CMMS, and contractor management.
  • Maryland 1st Grade Stationary Engineer License preferred/required based on assignment.
  • Journeyman License in HVAC, Electrical, or Plumbing preferred.
  • Valid Maryland Non-Commercial Class C Driver’s License or equivalent.

Job Description:

Under general supervision, provides comprehensive oversight ofcampus-wide mechanical, electrical, and plumbing (MEP) systems,ensuring reliability, efficiency, and safety of all infrastructure.Responsible for the operation, preventive maintenance (PM), andwork order management of critical building and plant systems,including HVAC, electrical distribution, plumbing, and buildingautomation systems. Oversees MEP contracts, supports capital anddeferred maintenance projects, and supervises specialized technicalstaff.

Responsibilities:
  • Oversees the operation, maintenance, and reliability ofcampus MEP systems, including HVAC plants, electrical distribution,and plumbing infrastructure.
  • Ensures effective execution of preventive maintenanceprograms and work order processes, including reviewing,updating, and optimizing PM tasks within the CMMS system.
  • Manages and monitors building automation systems (BAS)and directs controls contractors to ensure optimal systemperformance and energy efficiency.
  • Serves as primary manager for all MEP-related servicecontracts, ensuring contractor performance, compliance, andalignment with campus standards.
  • Supervises and provides technical guidance to specializedmechanics, technicians, and contractors performing MEP-relatedwork.
  • Supports and coordinates MEP-related capital projects,deferred maintenance efforts, and special projects, includingplanning, scheduling, budgeting, and implementation.
  • Represents Operations & Maintenance in capital planning,construction, and renovation projects, ensuring system designand installation meet operational standards.
  • Reviews system performance data, prepares technical reports,and recommends operational improvements for efficiency,reliability, and sustainability.
  • Maintains project schedules to address deferred maintenanceand infrastructure upgrades.
  • Collaborates with Facilities leadership and other departmentsto prioritize work orders, maintenance activities, and systemimprovements.
  • Assists in the development and delivery of trainingprograms for staff related to MEP systems, safety, andoperational procedures.
  • Ensures compliance with OSHA/MOSH regulations, applicablecodes, and university safety standards.
  • Assists in coordination of campus events, emergencyresponse, and critical system outages as needed.
  • May supervise additional maintenance or grounds personnel asrequired.
  • Performs other related duties as assigned.
Minimum Qualifications:
  • Bachelor’s degree in Mechanical Engineering or a relatedfield, or an equivalent combination of education andexperience.
  • Minimum 7 years of experience managing industrial orcommercial HVAC/MEP systems with a degree; 12 years without adegree.
  • At least 5 years of direct oversight of buildingmechanical and infrastructure systems, including chillers, boilers,pumps, air handling units, and distribution systems.
  • Experience with preventive maintenance programs, work ordersystems, and contractor management.
  • Maryland 1st Grade Stationary Engineer License (preferred orrequired based on assignment)
  • Journeyman License in HVAC, Electrical, or Plumbing(preferred)
  • DC 3rd Class Engineer License (preferred)
  • NAPE Certification (preferred)
  • Valid Maryland Non-Commercial Class C Driver’s License orequivalent
Required Qualifications:
  • Comprehensive knowledge of mechanical, electrical, andplumbing systems, including HVAC plants, chillers, boilers,pumps, air handling systems, and distribution infrastructure.
  • Knowledge of preventive maintenance programs, work ordermanagement systems (CMMS), and reliability-centered maintenancepractices.
  • Experience with building automation systems (BAS) andcontrols integration.
  • Knowledge of construction, commissioning, testing, andoperation of complex building systems.
  • Familiarity with energy management practices, sustainabilityinitiatives, and mechanical/electrical codes.
  • Ability to analyze system performance data and developpractical, cost-effective solutions.
  • Skill in preparing technical reports, project scopes, andoperational documentation.
  • Ability to manage multiple projects, priorities, and deadlinesin a complex campus environment.
  • Strong communication skills with the ability to workeffectively with staff, contractors, and campusstakeholders.
  • Proficiency in computer applications, including CMMSsystems, AutoCAD, spreadsheets, and energy modeling tools.
  • Ability to supervise, train, and evaluate technical staff.
  • Ability to work in hazardous environments, confined spaces, andvarying weather conditions, and to use appropriate PPE.
