Job summary

City and County of Denver is hiring a Plans Review Senior Engineer for Right-of-Way Services in a hybrid Downtown Denver role. You will review private development and utility plans, ensure compliance with City and DOTI standards, and coordinate with consultants, utilities, and city staff to resolve plan comments.

Qualifications

  • Bachelor's degree in Engineering required.
  • PE license required by Colorado State Board; active preferred.
  • Three years of professional engineering after PE license.
  • Experience in municipal/ROW projects and public engagement is preferred.
  • Proficiency with GIS, AutoCAD, and regulatory reports.

Responsibilities

  • Perform professional engineering work on private development and ROW projects from inception to completion.
  • Review plans for conformance with City/State/Federal standards and provide guidance.
  • Coordinate with design consultants, utilities, and City staff to resolve review comments.
  • Ensure deconfliction of work within the public right-of-way and issue permits.

In this role, you will help ensure that private development, capital improvement, utility, and land use projects within the public right-of-way comply with City, State, and Federal transportation laws, regulations, policies, and standards.As part of the EPR Transportation team, you will collaborate with a wide range of internal and external stakeholders to promote coordination across multiple projects while supporting safe, efficient, and sustainable transportation infrastructure. Few DOTI divisions engage in such a broad range of complex and impactful projects, public space activities, and diverse stakeholder groups. As a result, our team is regularly called upon to solve unique and challenging transportation engineering issues.* Perform professional engineering work on a variety of large, complex private development projects from inception to completion, including reviewing construction plans and designs for conformance with applicable requirements, providing technical engineering guidance, coordinating project phases, and recommending solutions to complex engineering issues.* Apply City and DOTI rules, standards, and policies in the review of engineering and architectural plans, specifications, design calculations, and technical reports for City and outside agency capital improvement and utility projects, privately owned encroachment permits, right-of-way vacations, easement relinquishments, and wireless small-cell (5G) site applications. Ensure compliance and deconfliction of proposed work within the public right-of-way (ROW), including performing engineering calculations to verify compliance with applicable codes and standards.* Provide technical engineering expertise and guidance to DOTI and other City departments and agencies.* Collaborate with internal and external stakeholders, including design consultants, contractors, utility providers, City agencies and departments, elected officials, and intergovernmental organizations.* Meet regularly with applicants, project managers, contractors, City staff, and members of the public to resolve plan review comments, provide technical and process guidance, facilitate clear communication regarding regulatory requirements, minimize permitting and construction conflicts, and partner with engineers and permit review technicians to deliver exceptional customer service aligned with the City's STARS values.* Monitor the ROWS review process, keep stakeholders informed throughout each stage of project review, and provide responsive customer service with timely follow-up.* Perform field reviews and occasional construction site inspections to verify compliance with approved plans, permits, and applicable regulations.* Research, develop, and recommend policies, procedures, rules, regulations, guidelines, interagency agreements, standards, and engineering details that support DOTI's regulatory objectives.* Utilize asset management and permitting software to track projects, create and review mapping and graphical details, compile departmental metrics, issue permits, maintain records, support process improvements, and perform other department functions.* Demonstrate leadership, sound engineering judgment, and innovation when addressing complex, case-by-case engineering and regulatory challenges.* Lead, mentor, and support engineers, technicians, and other team members while fostering collaboration and advancing division and department goals.*Please ensure all relevant engineering and project experience is detailed in your job history.*## What You'll BringOur ideal candidate has some or all of the following knowledge, skills, and experience:* Knowledge of transportation and utility engineering principles and construction practices, including experience in the design, review, and/or inspection of transportation, roadway, and utility plans.* Experience in municipal engineering, stakeholder management, and navigating sensitive public engagement activities with professionalism and flexibility.* Experience with multimodal transportation planning, roadway design, standard specifications and details, and preparation of technical reports is preferred.* Experience applying deconfliction techniques while collaborating with multidisciplinary teams, department staff, utilities, consultants, contractors, and other stakeholders to develop solutions and issue engineering guidance and approvals.* A passion for delivering exceptional customer service and adding value to the City, DOTI, and the safe use of the public right-of-way.* A collaborative approach and commitment to mentoring junior engineers, technicians, and other team members.* Strong analytical, data reporting, verbal communication, and technical writing skills.* Initiative in identifying challenges, developing solutions, and supporting Engineering and Regulatory Division goals.* Proficiency with Microsoft Teams, Outlook, Microsoft 365 applications, Adobe Acrobat, Bluebeam Revu, AutoCAD, SharePoint, Microsoft Word, Microsoft Excel, and Accela Civic Solutions.* Knowledge of Geographic Information Systems (GIS) and GIS applications.**Required Minimum Qualifications*** Education requirement: Bachelor's Degree in Engineering.Experience Requirement: Three (3) years of professional engineering work experience after obtaining a Professional Engineering (PE) license.
