Job summary

The City and County of Denver seeks an Engineer Specialist for the Traffic Engineering and Safety team. You will lead and mentor a technical group, drive programmatic safety projects, and coordinate with multiple agencies to improve multimodal safety and efficiency across Denver’s transportation network.

Responsibilities include directing traffic engineering analyses, improving signal timing, and implementing Vision Zero initiatives, while ensuring high-quality designs and stakeholder

• Coordinate with consultants, contractors, internal departments, utilities, and partner agencies.
• Develop engineering standards, procedures, and process improvements to improve delivery.
• Collaborate with Vision Zero team to implement safety initiatives and data-driven risk mitigation.

Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site in the field, as needed. Employees must work within the state of Colorado on their remote days. In this position you can expect to work out in the field or on-site, three (3) days a week at: Wellington E. Webb Building – 201 W Colfax Ave., Denver, CO 80202. Please note: Downtown parking expenses are the responsibility of the employee. This position will primarily focus on managing a team around TES’s programmatic safety project work – including work on Area Engineering, Pedestrian Crossing, Traffic Calming, Traffic Signal (corridor retiming), Bikeways, and Transit programs. This position will champion Vision Zero and the Safe Systems approach, bringing both deep technical expertise and proven management skills to foster innovation and sound project process, and support staff’s growth and development. This position will report directly to the TES Senior Manager. As the Engineer Specialist, you will:

• Provide technical, operational, and strategic direction for traffic engineering analyses, planning efforts, design documents, and project implementation.
• Programs this position is anticipated to support include Area Engineering, Pedestrian Crossing, Traffic Calming, Traffic Signal (corridor retiming), Bikeways, and Transit programs.
• Lead and supervise a team responsible for the design of transportation and traffic safety projects and programs, including managing their workload, performance, professional development, and resource allocation.
• Provide quality assurance and technical oversight of engineering designs, construction documents, and consultant deliverables.
• Manage and coordinate consultants, contractors, internal departments, utilities, regional agencies, and other project stakeholders.
• Develop and implement engineering standards, policies, procedures, and process improvements to improve project delivery and operational efficiency.
• Work collaboratively with DOTI’s Vision Zero team to implement Vision Zero and Safe Systems projects, including systemic safety programs and data-driven risk mitigation.
• Improve system operations through enhanced signal timing strategies, congestion mitigation, and multimodal performance optimization.
• Analyze project and program data to establish performance measures, identify trends, and support data-driven decision-making.
• Represent the Department of Transportation and Infrastructure on its transportation programs and projects, including coordination with community stakeholders, elected officials, partner agencies, and the public.
• Resolve complex technical, operational, and stakeholder issues while balancing safety, equity, mobility, cost, schedule, and community needs.
• Mentor and develop engineering and project management staff while fostering a collaborative, accountable, and continuous-improvement culture.

• Bachelors degree in Civil Engineering with at least 3 years of experience at the level of a Senior Engineer.
• Demonstrated leadership skills in mentoring, supervising engineering professionals from interns to PE licensed engineers while supporting both technical and professional growth.
• Progressive responsibilities in transportation engineering, infrastructure design, construction, or project management.
• Strong analytical skills to oversee an engineering team to interpret and draw conclusions from a variety of data sources including traffic, safety, or warrant studies and other data sets.
• Experience designing, reviewing and preparing construction documents and/or work orders for roadway and multimodal improvement projects including traffic signals, traffic signal timing, traffic calming, pedestrian crossing improvements, bikeways, and transitways.
• Excellent organization and communication skills to help strengthen team effectiveness and educate others on traffic engineering and safety principles.
• Experience with Federal and State funded projects.
• A comprehensive understanding of federal, state, and City agency policies, standards, and systems.
• Experience and comfort working within a matrix management environment.

Required Minimum Qualifications

• Education requirement: Bachelor's Degree in Engineering or Architecture.
• Experience Requirement: Three (3) years of senior engineering or architecture experience.
• Education/Experience Equivalency: No substitution of experience for education is permitted. Additional appropriate education may be substituted for experience requirements.
• License/Certifications:
  • Requires a valid Driver's License at the time of application.
  • Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application.
  • Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.
  • Licenses and certifications must be kept current as a condition of employment.
