Job summary

The City of Nampa is seeking a Plans Examiner II to review residential and commercial construction plans for code compliance. Under the Plans Review Supervisor, you will interpret adopted codes and coordinate with Building, Planning, Engineering and Fire Prevention to ensure consistent approvals.

This is a full-time, non-exempt role with a comprehensive benefits package and a Monday–Friday schedule 7:30am–4:30pm. Visa sponsorship is not available.

Qualifications

  • High School Graduate or GED; Required.
  • 5+ years’ experience as a Plans Examiner or equivalent.
  • ICC Residential Plans Examiner Certification.
  • ICC Commercial Plans Examiner Certification.
  • Any additional ICC plan review or inspections certifications.

Responsibilities

  • Review residential and commercial plans for building permits in compliance with adopted codes.
  • Coordinate plan review services with Building, Planning, Engineering and Fire Prevention departments.
  • Consult with architects, engineers, homeowners, and contractors on code interpretation and compliance.
  • Schedule plan review sessions with Fire Prevention staff, City Engineer, and Planners.
  • Mentor junior staff on procedures and code interpretation.
  • Maintain records of customer service issues and take corrective measures.

Hiring Salary Range: $27.73 - $35.27/hour DOE

POSITION SUMMARY:

The principal function of this employee is to review residential and commercial construction plans to ensure compliance with adopted codes. The work is performed under the supervision and direction of the Plans Review Supervisor, but considerable leeway is granted for the exercise of independent judgement and initiative. The nature of work performed requires that an employee in this class establish and maintain effective working relationships with the Building Official, other City Officials, homeowners, business owners, architects, contractors, planners, and the general public. The principal duties of this class are performed in a general office environment

ESSENTIAL FUNCTIONS:
  • Reviews and approves residential and commercial plans submitted for building permits in compliance with adopted codes, including Federal, State, and local ordinances.
  • Coordinates plan review services to the Building, Planning, Engineering and Fire Prevention departments.
  • Confers with architect, engineers, business owners, homeowners, inspectors, planners, and the general public on issues relating to code interpretation and compliance.
  • Schedules plan review sessions with Fire Prevention staff, City Engineer, and Planners.
  • Coordinates overall ADA compliance for City facilities and policies.
  • Assists contractors, designers, and general public with questions and issues regarding adopted codes.
  • Addresses any complaints or problems from trades inspectors, departmental personnel, and other concerned parties, including maintaining records of customer service issues, and takes appropriate corrective measures.
  • Investigates complaints regarding existing buildings or new construction to determine appropriate usage and if code violations or problem conditions exist.
  • Attends meetings, conferences, workshops, and training sessions to become and remain current on principles, practices, and new developments in assigned work areas.
  • Communicates and coordinates regularly with immediate supervisor and designated staff to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Evaluates and recommends improvements to codes and ordinances, including performing related research.
  • Mentors junior staff members regarding procedure and code interpretation.
  • Works with other projects, tasks and duties as assigned.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
  • High School Graduate or General Education Degree (GED); Required.
  • 5 plus years’ experience as a Plans Examiner and/or any combination of equivalent experience and training with provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • ICC Residential Plans Examiner Certification.
  • ICC Commercial Plans Examiner Certification.
  • Any additional ICC plan review or inspections certifications.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
  • Ability to efficiently operate a personal computer using standard and customized software applications appropriate to assigned tasks.
  • Ability and willingness to learn and use new skills brought about by rapidly changing information and/or technology.
