Job summary

  • Prepare correction notices and communicate revisions to applicants, architects, engineers, contractors, and owners.
  • Provide code interpretations and technical assistance to the public and staff.
  • Review revisions to ensure corrections are addressed.
  • Maintain accurate records in the permitting system.
  • Backup to front counter and assist as needed.
  • Perform other duties as required.

Job Title: Plans Examiner

Department: Development Services

Reports to: Development Services Director

FLSA Status: Full Time Non-Exempt

Salary: $54,008-$66,442 Annually Depending on Qualifications

JOB SUMMARY

The Plans Examiner is responsible for reviewing construction plans and related documents for commercial and residential projects to ensure compliance with applicable building codes, zoning regulations, accessibility standards, fire and life safety requirements, and local ordinances. The role ensures that proposed construction meets public safety, structural integrity, and regulatory standards prior to permit issuance. This position also serves as the backup for the front counter and has a forward face to serving the community.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Review and analyze commercial and residential construction plans, specifications, calculations, and supporting documents for code compliance.
  • Evaluate plans for adherence to applicable building codes, zoning regulations, and ordinances.
  • Coordinate plan reviews with other departments such as Planning, Fire, Engineering, Public Works, and Environmental Health.
  • Prepare written correction notices and clearly communicate required revisions to applicants, architects, engineers, contractors, and property owners.
  • Provide technical assistance and code interpretations to the public, design professionals, and internal staff.
  • Review revisions and resubmittals to ensure corrections have been adequately addressed.
  • Maintain accurate records of plan reviews, approvals, and correspondence within the permitting system.
  • Backup to front counter.
  • Perform other duties as required, or assigned.
KNOWLEDGE, SKILLS, & ABILITIES
  • Strong working knowledge of applicable building, fire, energy, mechanical, plumbing, electrical, and accessibility codes.
  • Ability to read and interpret architectural, structural, mechanical, electrical, and plumbing plans.
  • Ability to communicate technical information clearly, both verbally and in writing.
  • Ability to work independently and manage multiple plan reviews with competing deadlines.
  • Strong customer service skills and the ability to work collaboratively with diverse stakeholders.
DESIRED MINIMUM QUALIFICATIONS
  • Must have one (1): -ICC (B3) Plans Examiner Certification, ICC (R3) Residential Plan Examiner or ICC Permit Technician Certification.
  • Valid driver's license.
CERTIFICATIONS PREFERRED
  • ICC B3 Plans Examiner Certification (Commercial). Must be obtained within eighteen (18) months of employment.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed primarily in a standard indoor office environment, and the employee is engaged in work primarily of a sedentary nature. Daily use of computers; periodic contact with angry and upset individuals.

Physical Requirements: Requires sufficient ambulatory ability to move about the office. Requires auditory ability to carry on ordinary and telephonic conversations. Requires near visual acuity to read printed material and computer screens. Requires manual and finger dexterity to write and to operate microcomputers and other office equipment. Employee is subject to sitting for long periods of time; required to walk, stand, bend, stoop, reach, and climb; and must be able to safely pull, push, lift and carry items weighing up to twenty-five (25) pounds.
