JOB SUMMARY

The Administrative Assistant is the first point of contact for the public in the Development Services Department. Under the general supervision of the Development and Planning Director, the Administrative Assistant provides customer service to process and assist with permit applications, building inspections, contractor licenses, certificates of occupancy, garage sale permits and signs, etc. The Administrative Assistant helps maintain building safety databases and property files.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • 1.Processes building permit and contractor license applications.
  • 2.Examine documents to verify accuracy according to the building code and completeness.
  • 3.Screens calls and refers questions to appropriate staff or department.
  • 4.Monitors electric meters released and records data.
  • 5.Records permit information into permitting software database and maintains electronic and hard file property information.
  • 6.Assists customers with general questions in regard to development, permits, etc.
  • 7.Processes payments and refund requests for department-related fees.
  • 8.Updates property files and notifies other departments of property address changes.
  • 9.Issues building permits for approved plans and certificates of occupancy for completed projects.
  • 10.Informs project applicants of City requirements, processes, and deadlines from time of initial contact to completion of the project.
  • 11.Serves as the first point of contact for customers to provide assistance with building permit policies and procedures.
  • 12.Processes planning division permits to include temporary sign and use permits; receives applications and fees.
  • 13.Collaborates with the City Planner and Building Inspector to respond to permit inquiries and assesses appropriate project valuations and permit fee.
  • 14.Verify licensing and insurances on contractors, document information on file.
  • 15.Calculate and collect fees required for building permits and issue receipts for fees collected.
  • 16.Balances cash drawer daily and obtains required approvals.
  • 17.Provides coverage for the division phone lines and front counter in the Development Department.
  • 18.Scans documents for storage in electronic database.
  • 19.Orders and maintains office supplies.
  • 20.Respects the needs and objectives of applicants while working with them to make changes in project applications in order to comply with building plans, policies, codes and criteria.
  • 21.Regular attendance of scheduled work hours is required.
  • 22.Provides coverage in the absence of other personnel within City Hall.
  • 23.Assists in Utility Billing duties.
  • 24.Lead Planning Commission meeting on the first Thursday of each month.
  • 25.Perform any other related duties as required or assigned.
DESIRED MINIMUM QUALIFICATIONS
Education & License
  • Must have High School diploma or GED
Experience
  • Must have at least two (2) years of administrative/clerical experience preferably in a municipal government setting.
KNOWLEDGE, SKILLS, & ABILITIES
Knowledge
  • Knowledge of permitting policies and procedures
  • General knowledge of City of Choctaw building codes
Skills & Ability
  • Ability to read, understand, and convey information to the general public concerning permitting procedures and policies.
  • Exceptional customer service skills: friendly, helpful, informative
  • Advanced skill in building permit software and word processing programs
  • Basic mathematical skills to accurately count change and to calculate fees and tax rates
  • Ability to operate point of sale and credit card machines
  • Ability to deal with difficult citizens using effective confrontational and problem solving skills.
  • Ability to provide positive customer service
  • Ability to organize tasks and working environment in order to maximize efficiency with attention to customer service
SOFTWARE SKILLS REQUIRED
  • Basic: 10-Key, Accounting, Alphanumeric Data Entry, Spreadsheet, Word Processing/Typing
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed primarily in a standard indoor office environment and the Permit Clerk is engaged in work primarily of a sedentary nature. Employee is subject to sitting for long periods of time; required to walk, stand, bend, stoop, reach, and climb; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.

Physical Requirements:

Requires sufficient ambulatory ability to move about the office. Requires auditory ability to carry on ordinary and telephonic conversations. Requires near visual acuity to read detailed maps, drawings, other printed material, computer screens, and observe physical layouts. Requires manual and finger dexterity to write and to operate microcomputers and other office equipment.

TOOLS AND EQUIPMENT USED

Personal computer, including work processing software and permit management software; calculator; copy and fax machine; scanner; phone.
