Job summary

City of Rochester, NY is seeking a Code Enforcement Officer in the Department of Neighborhood and Business Development to review and recommend approval of plans for large construction projects and complex alterations.

Incumbent conducts field inspections, explains code requirements, and coordinates with contractors and property owners to ensure compliance with local and state codes. The NY HELPS program may waive certain exams, with residency required within one year of hire.

Qualifications

• Requires High School Diploma or Equivalency.
• Bachelor’s or Master’s in Architecture, Engineering, Construction Management or related field.
• Five years of paid experience reviewing plans or inspecting commercial projects.

Responsibilities

• Reviews architectural plans for proposed construction and renovations.
• Monitors construction for compliance with contracts, standards, and codes.
• Issues building permits for mechanical, electrical, and plumbing work.
• Confers with City staff, owners, contractors, architects, and engineers to explain code requirements and alternatives.
• Inspects construction in the field, answers questions, photographs details, verifies work against plans.
• Participates in meetings to identify code-related problems on permit applications.
• Conducts field inspections for complex assignments and uniform code application.
• Reviews and evaluates existing codes; recommends changes.
• Assists contractors and property owners with building code information at counters and by phone.
• Updates and retrieves project information in the Building Information System and maintains files.
• Prepares reports and related business correspondence.
