Job summary

Aurora Water seeks a dynamic Supervisor of Planning Services to lead master planning for water, wastewater, and stormwater utilities and to coordinate across city departments.

The role entails forecasting growth, guiding studies, and delivering prioritized capital improvement plans. Hybrid schedule requires 2 in-person days weekly at SEAM, with mentorship of engineers and strategic program leadership.

Responsibilities

• Leads and supervises the Long-Range Planning Team with clear priorities and performance expectations.
• Oversees recruitment, onboarding and training of engineering staff, monitors workload and performance metrics.
• Fosters a high-performing, customer-focused culture aligned with department and city goals.
• Demonstrates expertise in utility master planning, forecasting growth and stormwater management.
• Manages master planning scopes, schedules, and fees with consultants and vendors.
• Guides complex planning issues balancing technical accuracy with risk-informed decisions.
• Ensures consistency across citywide master planning and updates capital budget recommendations.
• Collaborates with Planning, Parks, Public Works and other departments for integrated solutions.
• Identifies process improvements to enhance workflows and project delivery.
• Serves as liaison to external agencies (MHFD, Xcel Energy, Metro Water Recovery, Denver Water, ECCV).
• Coordinates with Mile High Flood District on stormwater planning and intergovernmental agreements.
• Supports negotiations and execution of intergovernmental agreements; upholds Aurora Water’s strategic direction.
