Job summary

The City of Murphy is seeking a Planning & Permit Technician to provide front-line customer service for the Development Services Division. You will handle permitting, planning, zoning questions, and related processes in a fast-paced municipal environment.

Under supervision, you will support daily operations with a focus on accuracy, data entry, and coordinating inspections. A valid Texas driver’s license and ICC certification within a year are required or pursued.

Qualifications

  • High School Diploma or GED is required.
  • 1 year experience in customer service, administrative support, permitting, planning, building, development services, or related field.
  • Valid Texas Class C Driver’s License.
  • Ability to obtain ICC Permit Technician Certification within one year of hire.
  • Bilingual skills preferred.

Responsibilities

  • Serve as frontline representative for Development Services by providing professional customer service to residents, contractors, developers, and the public by phone, email, and in-person contact.
  • Provide information and guidance on permit applications, documentation, procedures, inspections, fees, and basic development processes.
  • Assist applicants with permit forms, submittal requirements, and general permitting questions.
  • Receive and review permit applications and related documents for completeness.
  • Enter, update, and maintain permit information in the City’s permitting software system.
  • Coordinate inspection requests and maintain records per retention requirements.

The City of Murphy Development Services Division seeks to add a Planning & Permit Technician to its dynamic team! As our Planning & Permit Technician, under general supervision of the Planning Manager, you will provide front-line customer service and administrative support for the Development Services Division. This position serves as a primary point of contact for residents, contractors, developers, and the public regarding permitting, planning, zoning, inspections, and development-related processes. This position will work alongside a Permit Coordinator and Planning Manager to support daily departmental operations.

Schedule Commitment

This is a full-time, non-exempt position that works a standard schedule of Monday-Friday 8:00am-5:00pm.

Responsibilities
  • Serves as a frontline representative for Development Services by providing professional customer service and assistance to residents, contractors, developers, and the general public by telephone, email, and in‑person contact.
  • Provides information and guidance regarding permit applications, required documentation, departmental procedures, inspections, fees, and basic development processes.
  • Assists applicants with permit forms, submittal requirements, and general permitting questions.
  • Receives and reviews permit applications, Certificate of Occupancy applications, and related documents for completeness prior to routing for technical review.
  • Reviews submitted documents and supporting materials to ensure required information is provided.
  • Accepts and processes routine permits including, but not limited to, residential accessory structures, fences, pools, irrigation systems, signs, and other permits as assigned.
  • Routes applications and supporting documents to appropriate staff members for review and approval.
  • Provides basic information related to zoning requirements, development standards, and applicable City procedures while referring technical questions to appropriate staff.
  • Enters, updates, and maintains permit information in the City’s permitting software system.
  • Verifies accuracy of permit data, applicant information, fees, and related documentation.
  • Receives and coordinates inspection requests through phone, online systems, and in‑person communication.
  • Maintains permit records, files, and departmental documentation in accordance with records retention requirements.
  • Scans, uploads, indexes, and organizes electronic and physical documents.
  • Processes contractor registrations and maintains contractor licensing records.
  • Calculates permit fees, accepts payments, issues receipts, and follows established financial procedures.
  • Issues approved permits and related documents as authorized by departmental procedures.
  • Assists with addressing records, zoning verification requests, public inquiries, and other departmental records.
  • Issues approved permits as directed by supervisors or the Building Official.
  • Assists with departmental reports, correspondence, tracking spreadsheets, and special projects.
MINIMUM QUALIFICATIONS
  • High School Diploma or General Education Degree (GED).
  • One (1) year experience in customer service, administrative support, permitting, planning, building, development services, or a related field.
  • Valid Texas Class C Driver’s License.
  • Ability to obtain ICC Permit Technician Certification within one (1) year of hire.
PREFERRED QUALIFICATIONS
  • One (1) year experience working in a municipal building or planning department.
  • Six (6) months of experience in computerized building permit applications processing, or equivalent combination of education and experience.
  • Experience interpreting basic zoning regulations, development standards, site plans, plats, or construction documents.
  • ICC Permit Technician Certification at time of hire.
  • Local government experience.
  • Bilingual skills preferred.
