Position Summary

The Virginia Department of Transportation (VDOT) is offering a position as a Transportation Planning Specialist in Richmond, supporting the Strategically Targeted Affordable Roadway Solutions (STARS) program with technical assistance. Responsibilities include supporting the STARS program, conducting traffic forecasting and analysis, developing/testing alternatives, conducting planning/operational studies, and analyzing engineering data to prepare reports and recommendations.

Minimum Qualifications

• Understanding of traffic engineering and transportation planning principles.
• Knowledge of roadway capacity and safety analysis.
• Effective communication skills, both oral and written.
• Ability to manage multiple assignments and use computer software.
• Ability to interpret technical data and maintain detailed reports.
• Effective interpersonal skills and customer service orientation.

Additional Considerations

• Engineer in Training (EIT) license.
• Experience with traffic analysis software (Highway Capacity Software, Synchro, Sidra), microsimulation tools (VISSIM), GIS, Power BI, probe data tools (STREETLIGHT, INRIX), Bentley MicroStation, and Open Roads Designer.
• Combination of education, training, and experience in civil engineering or planning may substitute for a degree.
