Duties Summary
Performs responsible professional planning work in the development, design, conduct, and completion of community planning projects; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Planning Department - Long Range Division in Hilo.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
- Performs professional planning work in conducting surveys and studies in the development and maintenance of a General Plan, including street and highway systems, layout of public utilities, recreation and school facilities.
- Supervises and participates in the preparation of maps, charts, preliminary designs and layouts for off-street parking, utilities, street systems, civic center, and public building areas, school sites, recreation areas, drainage and sewerage systems, and transportation routes.
- Conducts land use studies including governmental, public utility, school, and recreational usages, and designating building types, locations, and layouts.
- Prepares plans and details, including cost estimates.
- Makes studies and reports relating to zoning, including zoning district classifications, area requirements, height limitations, spacing requirements, land and building utilization standards.
- May process and investigate zoning violation cases.
- Analyzes and evaluates development plans, projects, studies, and proposals presented by public agencies and private developers dealing with land requirements for residential, resort, commercial, industrial, public facilities, and other uses.
- Performs related research studies such as social and economic conditions, population density, transportation facilities, and land utilization.
- Responds to inquiries.
- Reviews and processes applications for various permits and approvals.
- Assigns and reviews work of employees participating in projects and/or studies; provides training on procedures, techniques, and methods; provides advice on difficult or potential problem areas; reviews completed work for accuracy.
- Prepares work performance evaluations; provides training as necessary; approves leave requests; may recommend personnel actions including promotions, transfers, disciplinary actions, etc.
- Reviews and drafts legislation, ordinances, and rules in relation to the development of planning goals and programs.
- Manages the work of consultants as assigned; oversees the quality of work, completion schedule, budget, and other aspects of the project.
- May act as liaison between the department and any community planning group involved in an assigned project; conducts or facilitates meetings with community groups, other governmental agencies, and others regarding projects; prepares informational materials and follows up on inquiries.
- Coordinates work with other divisions in the department.
- Complies with all Federal, State, and County laws, regulations and policies relating to occupational safety and health and the environment.
- Performs other related duties as assigned.
Minimum Qualification Requirements
Training and Experience:
- graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
- four (4) years of work experience in community planning, environmental planning, architecture, engineering, socio-economic research, land development, or related community planning activities.
License Requirement
- ability to travel independently to various geographic locations. This requirement may be fulfilled by the possession of a valid State of Hawai'i driver's license (Class 3), a valid comparable driver's license, or use of other means of transportation that meets position needs.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: the principles, practices, purposes, scope, and techniques of community planning; purpose, principles, trends, and practices in federal, state, and local planning; research methods and statistical preparations; general and technical sources; state and local laws and ordinances relative to community planning; government organizations and functions; report writing; public relations; principles and practices of supervision; and personal computer operation and various software applications.
Ability to: conduct planning studies and projects; understand and apply planning concepts and methods; understand the planning process and principles; read, comprehend, and analyze a broad range of subjects; collect, compile, correlate, and analyze facts and data, and draw sound conclusions; communicate effectively both orally and in writing; prepare charts, graphs, and other presentations; prepare clear and concise reports; operate desktop computers and peripheral equipment; conduct site visits, investigations and meetings with property owners; conduct/facilitate training/meetings around the Island of Hawai'i; and deal effectively and establish rapport with officials of government, private organizations, and the public.
