County of Hawai‘i in Hawaiʻi County seeks a Program Manager to oversee and plan, develop, implement, and evaluate multiple department programs. Responsibilities include policy development, contract management, grant administration, and cross‑department coordination.

A program manager is located at the departmental or division level, with responsibility to oversee and/or to plan, develop, implement, and evaluate activities for one or more of the department's programs; develops, evaluates, revises, and implements policies, standards, operating procedures, goals, and objectives; coordinates work between County departments, community organizations, and vendors; provides advice and consultation to agency heads, supervisors, employees, and the public; and performs other related duties as assigned.
There is one (1) immediate permanent full-time vacancy with the Department of Finance - Property Management Division in Hilo. This position manages the Public Access, Open Space and Natural Resource Preservation (PONC) Maintenance Program and oversees the development of procedures, practices and polices regarding the PONC program. Primary responsibilities of the position also include the contract management, fiscal analysis, program review of stewardship grants and applications, provides guidance, procedural direction, and technical support.
Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
