Job summary

The NYC Administration for Children's Services (ACS) is seeking a Child Welfare Specialist Supervisor to oversee placement services in all five boroughs. The role requires guiding a team of Child Welfare Specialists and ensuring safe, timely foster care placements.

Responsibilities include ensuring unit coverage, reviewing cases for placement needs, supervising staff, conducting meetings, and maintaining accurate time and leave records in CityTime.

Qualifications

  • A baccalaureate degree from an accredited college and 30 semester credits toward a Master of Social Work or a graduate degree in a related field, and at least eighteen months of child welfare casework experience.

  • Ensure sufficient coverage of their assigned unit at all times.
  • Review and assess cases to determine children's placement needs.
  • Direct child welfare specialists in best case practice to access placement.
  • Review placement efforts made by CWS daily to ensure they are consistent with best practices.
  • Maintain detail of unit workers time and leave in CityTime.
  • Sign off and submit time and leave on CityTime.
  • Attend supervisory meetings as required.
  • Utilize databases such as Placement Module, PTS, WMS, CCRS, CAS +, Connections, Docushare, and e-mail.

SELECTED CANDIDATES MUST HAVE FILED FOR, TAKEN, AND PASSED THE EXAM #5537 FOR THE CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST SUPERVISOR TO AVOID BEING "BUMPED" OUT OF YOUR POSITION WHEN THE ELIGIBLE LIST FOR THIS TITLE IS ESTABLISHED.

PERMANENT EMPLOYEES IN THE TITLE OF CHILD WELFARE SPECIALIST SUPERVISOR ARE ENCOURAGED TO APPLY.

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $75,850.00.

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Family Permanency Services (FPS) ensures that high-quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care.

The Office of Placement Administration (OPA) is identified as the sole source of referrals for foster care placement of children placed or remanded to the case and custody of ACS. OPA seeks placement for children in all five boroughs of New York City.

Placement Specialist Supervisor responsibilities
  • Ensure sufficient coverage of their assigned unit at all times
  • Review and assesses cases to determine children's placement needs
  • Direct child welfare specialist in best case practice to access placement
  • Review placement efforts made by CWS daily to ensure they are consistent with best practices
  • Conduct unit meetings
  • Conduct meetings with individual workers
  • Provide Child Welfare Specialists (CWS) with ongoing support and guidance so that they can improve on their job performance throughout the year
  • Conduct training when necessary
  • Ensure that evaluations are completed within agency timeframes.
  • Provide detailed justifications to support evaluation ratings
  • Maintain detail of unit workers time and leave
  • Sign off and submit time and leave on CityTime
  • Attend supervisory meetings as required
  • Utilize all data bases, including Placement Module, Placement Tracking System (PTS), WMS, LTS, CCRS, CAS +, Connections, Docushare, and e-mail
