Job summary

BIC Recruiting is seeking a Pipeline Services Operations Manager for a Houston-based role focused on leadership, profitability, and execution of pipeline services including right-of-way maintenance, anomaly excavations, coatings, and mechanical maintenance.

You will oversee estimating, staffing, project execution, customer relationships, and financial performance, delivering projects safely and profitably while driving growth and operational excellence.

Qualifications

• 7+ years in pipeline construction, maintenance, integrity, or industrial services.
• 3+ years leading operations, projects, or field personnel.
• Experience estimating, budgeting, scheduling, and maintaining project profitability.
• OSHA 30 or equivalent safety certification.

Responsibilities

• Lead daily Pipeline Services operations with safety, quality, schedule, and profitability.
• Own division P&L, budgeting, forecasting, and cost control.
• Prepare estimates, proposals, and project execution plans.
• Plan, staff, and manage multiple projects with appropriate labor and equipment.
• Monitor progress, budgets, and customer satisfaction; take corrective actions.
• Source and develop field supervisors and craft personnel.
• Build strong customer relationships and identify growth opportunities.
• Ensure compliance with policies and safety/regulatory standards.
• Participate in customer meetings, job walks, and project planning.
• Drive continuous improvement for safety, efficiency, quality, profitability.
• Perform other duties as assigned.

SUMMARY:

The Pipeline Services Operations Manager is responsible for the overall leadership, profitability, and execution of the company's pipeline services business. This position oversees estimating, staffing, project execution, customer relationships, and financial performance for services including right-of-way maintenance, anomaly excavations, pipeline coatings, mechanical maintenance, and related industrial services. The role is accountable for delivering projects safely, efficiently, and profitably while supporting business growth and operational excellence.

DUTIES OR RESPONSIBILITIES:

• Lead the daily operations of the Pipeline Services division with full responsibility for safety, quality, schedule, and profitability.
• Own the division's profit and loss (P&L), including budgeting, forecasting, cost control, and financial performance.
• Prepare estimates, proposals, and project execution plans for pipeline maintenance and integrity services.
• Plan, staff, and manage multiple projects, ensuring appropriate labor, equipment, and materials are available.
• Monitor project progress, productivity, budgets, and customer satisfaction, implementing corrective actions as needed.
• Source, develop, and lead field supervisors and craft personnel to meet operational demands.
• Build and maintain strong customer relationships while identifying opportunities for additional work and business growth.
• Ensure compliance with company policies, customer requirements, and all applicable safety and regulatory standards.
• Participate in customer meetings, job walks, project planning, and operational reviews.
• Promote continuous improvement initiatives that enhance safety, efficiency, quality, and profitability.
• Perform other duties as assigned.

EXPERIENCE AND QUALIFICATIONS:

• 7+ years of experience in pipeline construction, maintenance, integrity, or industrial services.
• 3+ years of leadership experience managing operations, projects, or field personnel.
• Experience with estimating, budgeting, scheduling, and managing project profitability.
• Strong knowledge of right-of-way maintenance, anomaly excavations, pipeline coatings, and mechanical maintenance.
• Bachelor's degree in construction management, Engineering, Business, or a related field, or equivalent industry experience.
• Experience managing a business unit or operating with P&L responsibility.
• OSHA 30 or comparable safety certification.
• Excellent leadership, organizational, communication, and problem-solving skills.
