HDR currently has an opening for an Industrial Project Manager to join our Industrial, Oil, Gas and Chemicals team in PA, WV, OH, and DE. The Project Manager will lead large, multi discipline pipeline projects from concept through commissioning, with a strong emphasis on engineering, permitting, regulatory compliance, and client engagement. This role requires deep experience in the oil and gas sector- specifically pipeline design and execution under 49 CFR Part 192 for both distribution and transmission systems. The ideal candidate is a seasoned technical leader who can manage complex project teams, drive schedule and budget performance, and strengthen client relationships. A background or emerging interest in business development is strongly preferred.
o Manage large, multi discipline pipeline projects, including engineering, environmental, permitting, land/easement acquisition, construction support, and commissioning.
o Oversee project scope, schedule, budget, risk management, and quality assurance.
o Coordinate internal engineering teams (mechanical, civil, electrical, structural, geotechnical, trenchless, etc.) and external stakeholders.
o Ensure compliance with 49 CFR Part 192 and applicable federal, state, and local regulations.
o Lead engineering and permitting efforts for distribution and transmission pipelines.
o Guide teams through regulatory pathways, including environmental permitting, utility coordination, and agency approvals.
o Provide technical oversight on pipeline routing, design, materials, construction methods, and safety compliance.
o Serve as the primary client interface, ensuring expectations are met and issues are resolved proactively.
o Build strong, trust based relationships with clients, regulators, and project partners.
o Prepare and deliver project updates, technical presentations, and executive level briefings.
o Support proposal development, pricing strategies, and pursuit planning.
o Identify new opportunities with existing and prospective clients.
o Contribute to strategic growth initiatives and market positioning.
o For candidates newer to BD: demonstrate a strong desire to grow into a client facing, revenue generating role.
Professional experience in the oil and gas pipeline industry.
PMP Certification.
Ability to lead diverse technical teams with confidence and clarity.
Strong working knowledge of ASME 31.4 and 31.8 And 49 CFR Part 192 and 195.
Experience with pipeline permitting, environmental coordination, and regulatory compliance.
Demonstrated success in client management; BD experience preferred or a clear interest in developing BD skills.
Strong commercial mindset - comfortable with client strategy, proposals, and relationship building.
Basic understanding of Google Earth, ESRI ArcGIS, Autodesk AutoCAD, and Bentley Microstation.
Utilization of Scheduling Software such as Microsoft Projects and Primavera (P6).
Must have strong communication skills, and be self-motivated, organized, flexible, and able to work both independently and with a project team to completion of tasks.
