Job summary

Western Midstream in the Woodlands, TX area seeks a seasoned PHMSA Compliance professional to support the PHMSA Pipeline Safety Compliance Team. You will help develop, implement, and maintain 49 CFR 192/195 programs, manage the regulated asset inventory, coordinate regulatory audits, and support reportable events across Operations, Engineering, Integrity and Environment.

Qualifications

• 10+ years in pipeline/energy sector.
• Strong knowledge of PHMSA 49 CFR 192 & 195.
• Experience developing and maintaining safety compliance programs, procedures, docs, and training.
• Ability to translate regulatory requirements into day-to-day procedures.
• Proven cross-functional coordination with Operations, Engineering, Integrity, and Environmental teams.
• Experience supporting regulatory audits, inspections, reportable events, and reporting.
• Proficiency in Microsoft Office; SharePoint/Power BI/FME/GIS experience preferred.

Responsibilities

• Own regulated pipeline and facility inventory in accordance with 49 CFR 192 & 195.
• Lead development and maintenance of pipeline safety programs and procedures.
• Develop and deliver training on PHMSA manuals and procedures.
• Monitor federal/state regulations and update programs as needed.
• Organize and maintain PHMSA SharePoint site for regulatory resources.
• Develop Power BI dashboards for inventories, audits, events, and OQ.
• Provide after-hours support for reportable events and notifications.
• Collaborate with internal teams to ensure compliance in day-to-day operations.
