Job Description:
Position Title: Personnel Security Specialist V
Reports To: Program Manager
Clearance Type: Active Top Secret/SCI (willing to take CI Poly)
Work Location: National Capital Region
Start Date: On Contract Award
Summary Of Duties Include But Not Limited To:
- Develop manuals, forms, instructions to facilitate the Security Program.
- Conduct checks according to guidelines, policies, and procedures, applying innovative problem-solving approaches.
- Analyze investigative files to determine security clearance eligibility.
- Conduct analysis of security concerns related to granting or revoking clearances.
- Provide training, guidance, and advice to lower-grade specialists.
- Participate in security assessment investigations from start to finish.
- Serve as a technical expert and assist in policy formulation.
- Summarize data and compose investigation correspondence.
- Perform high-risk analyses of investigations.
- Evaluate investigation reports and personnel records.
- Make recommendations on security clearance decisions.
- Coordinate polygraph exams and interviews.
- Coordinate investigative activities across agencies.
- Analyze investigation results ensuring all issues are addressed.
- Ensure compliance with policies and legal requirements.
- Perform duties of a Personnel Security Specialist IV as needed, including security briefings and checks.
Required Experience:
- Current TOP SECRET clearance, SCI eligible, willing to pass CI polygraph.
- Masters degree + 8+ years or 16 years experience in security or law enforcement fields.
- Experience in developing Reports of Investigation.
- Minimum 9 years in personnel security investigations or analysis.
- Technical training/certification as an investigator or adjudicator.
- Experience interpreting government and commercial database checks.
- Proven ability to develop investigative reports and identify security vulnerabilities.
- Experience with database searches and security-related investigations.
- Strong communication skills for conducting interviews and preparing reports.
- Knowledge of security systems, record checks, and file review processes.
- Proficiency with federal IT systems and Microsoft Office suite.
- Experience with security program data management and documentation.
Desired Qualifications:
- Knowledge of FBI Security Program and related directives.
- Experience managing complex security investigations.
- Prior security management experience.
- Understanding of security standards and interagency relationships.
- Ability to ensure compliance with regulations and procedures.
- Experience with FBI communication methods and data evaluation.
- Familiarity with security investigation guidelines such as FISs, SEADs, EOs, US CFR, and programs like Trusted Workforce and CV.
Working Conditions:
- Prolonged sitting and working at a computer.
- Ability to perform physical activities such as stooping, kneeling, and lifting up to 50 pounds.
