Job summary

Job description

Overview

This position provides coverage in short-term, surge, and on-demand situations resulting from military needs, such as post-deployment events or to cover existing assignments for counselors who are absent. Primary responsibilities include the full breadth of personal financial counseling services to military service members and their families at military installations. Services include education and counseling addressing financial services, one-on-one counseling, consultations with a commander or other providers, briefings and presentations, and providing referral resources outside the counseling context. The role works closely with installation and military branch points of contact (POC) to ensure services are within scope and meet installation needs.

Virtual counseling or other electronic modes of communication (web-based, secure online chat, video teleconference) may be used as appropriate and may be authorized by the appropriate DoD program office. The role may involve duty-to-warn situations per DoD protocol, regular supervision, and participation in training, quality improvement activities, and contract-related duties as assigned. All other duties as assigned.

Responsibilities
  • Provide personal financial counseling and management services directly to service members and their families.
  • Develop and support spending plans for extended absences and assist with financial education materials.
  • Coordinate, publicize, and deliver Personal Financial Management (PFM) classes/workshops across the military lifecycle (e.g., arrival at first duty station, pre- and post-deployment, and other events described in DoDI 1322.34).
  • Respond to requests for age-appropriate classes or seminars and use virtual or electronic communication methods when appropriate.
  • Collaborate with installation leadership and POC to ensure program alignment with installation needs and DoD guidelines.
  • Participate in regular supervision, in-services, training, quality improvement committees, and other contract activities as assigned.
  • Adhere to security responsibilities and applicable legal, regulatory, and contractual requirements.
  • Other duties as assigned; duties listed are representative and not all-inclusive.
Qualifications
  • Bachelor’s degree required. May consider an associate degree plus 4 years’ experience in lieu of a bachelor’s degree.
  • 3+ years of financial counseling experience.
  • U.S. citizen with fluent English; bilingual in English and Spanish if required by contract.
  • Ability to obtain a favorably adjudicated Tier 2 investigation and to pass the Congressionally Mandated Disclosures for OCI process.
  • One of the following certifications: Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
  • Driver license (in-state) preferred.

  • Salary range: Minimum $58,440 — Maximum $93,500; actual pay commensurate with experience and location.
