Job summary

Municipality of Anchorage is seeking a Permitting Data and Licensing Officer to support the Permit Management Division. You will verify contractor licensing, process basic permits, and assist with cashiering and reporting, ensuring compliance with MOA and SOA rules.

Responsibilities include directing visitors, answering questions, and supporting permit evaluations when workload allows. Remote work may be considered after probation at management’s discretion.

Qualifications

  • Bachelor’s degree or higher in Accounting, Business Administration, CBS, Finance or similar.
  • Associate’s degree plus two years of relevant experience.
  • High school diploma plus four years of relevant experience.

  • Verify State of Alaska and MOA licensing processes for contractors and licensing examinations and issuance.
  • Support permit-related accounting and basic permit processing; back up permit counter technicians as needed.
  • Direct visitors to appropriate departments, answer questions, and document licensing and permit violations.

This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union.

Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.

Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

Example of Duties

Under general direction of the Permitting Manager, the Permitting Data and Licensing Officer is responsible for the support of the public counter, clerical duties, and cashiering and reporting functions of the Permit Management Division. This position is accountable for verifying State of Alaska (SOA) and Municipality of Anchorage (MOA) licensing processes for all contractors, licensing examination and issuance processes, and records/archive retention and processing. The Permitting Data and Licensing Officer also provides assistance in accounting reporting functions for financial processes and permitting needs, processes basic permits, and provides backup assistance to the permit counter technicians as needed. Other duties include, but are not limited to, ensuring contractor/general public check-in process is complete, directing contractors and general public to the correct department(s) or discipline(s) housed within the building, answering general questions, assisting with contractor licenses and permits, assisting code enforcement officers with documentation of licensing and permit violations, answering telephones, receiving and processing payments, making copies, and other duties as assigned. This position also provides assistance to the Permitting Manager for permit evaluations when workload allows.

Military Service Interview Preference

Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment.The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
