Job summary

The MTAHQ Program Delivery & HR Data Science team seeks a seasoned PeopleSoft HCM Integrator to serve as a Business Analyst and Functional Lead in a 6‑month hybrid engagement in NYC. The consultant will support new HCM modules, enhancements, and production functionality, and participate in process improvements across the organization.

The role requires deep PeopleSoft HCM expertise (v9.2+), strong SQL, and proven ability to translate business requirements into functional designs.

Qualifications

• 10+ years PeopleSoft HCM functional and technical experience (v9.2+).
• Lead full lifecycle PeopleSoft implementations (design to deployment).
• Strong SQL and complex reporting capabilities.

Responsibilities

• Lead requirements definition for new PeopleSoft HCM functionality.
• Develop functional architectures aligned with evolving business needs.

• Define data flows and ensure integration across processes and systems.

Job Overview

The MTAHQ Program Delivery & HR Data Science team is seeking a seasoned PeopleSoft HCM Integrator to serve as a Business Analyst and Functional Lead. The consultant will support new PeopleSoft HCM modules, enhancements, and existing production functionality. The role also includes participation in business process reengineering initiatives across the organization.

Key Responsibilities

• Lead detailed analysis, planning, and requirements definition for new PeopleSoft HCM functionality.
• Develop functional architectures and models aligned with evolving business needs.
• Conduct process improvement reviews across system functionality, operations, logistics, and personnel.
• Map business processes to PeopleSoft HCM capabilities.
• Ensure alignment between applications and business requirements; collaborate with process owners to resolve issues.
• Define data flows and ensure integration across business processes and systems.
• Facilitate requirements gathering and user design sessions with stakeholders.
• Coordinate project deliverables with MTAIT, Performance Management, and other internal groups.
• Partner with designers to complete system enhancement designs.
• Design and develop HCM reports; build moderate to complex PeopleSoft queries.
• Write complex SQL (DML/DQL) scripts for reporting and data analysis.
• Participate in end-to-end and system integration testing.
• Support staffing, scheduling, and deliverable planning for system enhancements.

Required Qualifications

• 10+ years PeopleSoft HCM functional and technical experience (v9.2+).

• Experience reviewing project deliverables for quality and compliance.
• Ability to translate business requirements into functional and technical designs.
• Familiarity with PeopleSoft Test Framework (preferred).

Experience With State Government Projects (preferred)

• Excellent communication skills—written, verbal, and presentation.
• Strong understanding of relational database design.
• Ability to work independently in a fastpaced, highpressure environment.
• Proficiency with Microsoft Office, SharePoint, and Microsoft Project.
