Job summary

The International Rescue Committee (IRC) in San Diego/Los Angeles seeks a People & Culture Manager to lead HR policy guidance, employee relations, and labor relations across offices. You will drive strategic HR initiatives, advise leadership, and support compliance with labor laws.

Hybrid role requiring travel between San Diego and Los Angeles with a strong focus on policy interpretation, investigations, and organizational development to strengthen staff engagement and integrity across the IRC

Qualifications

• Bachelor's degree in HR or Business Administration; Master’s is a plus.
• PHR or SHRM-CP certification preferred.
• Experience leading workplace investigations and unionized environments.

Responsibilities

• Oversee and implement HR and P&C activities for offices and departments.
• Advise managers on performance, policy interpretation, and compliant decisions.
• Lead labor relations and administer collective bargaining provisions.
• Drive HR lifecycle processes and employee experience initiatives.
• Support background checks, HRIS, leaves and payroll issues.
