Work Schedule: Monday–Friday, generally 8:00 a.m.–4:30 p.m. ET
Clearance Required: Active Top Secret clearance with SCI eligibility/access
Employment Status: Contingent upon contract award

Position Overview:

ITSC is seeking a Senior Business Management Analyst to support the Cybersecurity andInfrastructure Security Agency’s Sector Risk Management Engagement activities. This positionwill provide comprehensive analytical, operational, governance, project-management, and executive-level support to Sector Management leadership and Sector Risk ManagementAgencies.The successful candidate will help advance sector-specific and cross-sector coordination,facilitate risk assessments, support mitigation strategies, improve information sharing, anddevelop sector risk profiles that inform leadership decisions and resource allocation.

Key Responsibilities:
  • ? Develop, maintain, and update sector governance documents, including charters, bylaws,membership criteria, and procedural materials.
  • ? Ensure governance products comply with CISA policies, federal requirements, andevolving sector-coordination needs.
  • ? Maintain sector membership lists, distribution lists, participation records, andmembership evaluation processes.
  • ? Develop and execute engagement plans for sector-specific and cross-sector activities.
  • ? Coordinate classified and unclassified meetings, including scheduling, logistics,registration, agendas, pre-reads, briefing packages, and attendee lists.
  • ? Prepare engagement packages and provide post-engagement summaries and updatedaction-item reports within required timelines.
  • ? Provide analysis and recommendations concerning critical infrastructure, cybersecurity,operational risks, sector challenges, and interdependencies.
  • ? Facilitate sector risk assessments and support the development and implementation ofmitigation strategies.
  • ? Develop and maintain sector-specific risk profiles to inform executive decision-makingand resource allocation.
  • ? Produce executive-level memoranda, talking points, summaries, white papers, briefingdecks, and post-engagement reports.
  • ? Ensure final products meet CISA and DHS standards for quality, clarity, accuracy, andformatting.
  • ? Collect and analyze attendance, participation trends, stakeholder feedback, and crosssectorobservations.
  • ? Prepare reports identifying engagement trends, performance results, readiness concerns, and recommended operational improvements.
  • ? Maintain project schedules, decision logs, dashboards, risk registers, milestone trackers, and action-item logs.
  • ? Align sector engagement activities with national-level coordination processes, crosssectorframeworks, and lessons-learned programs.
  • ? Provide accelerated planning, analysis, documentation, and engagement support duringurgent operational or national-level events.
  • ? Prepare rapid-response briefings, coordination summaries, meeting notes, and afteractionreports.
  • ? Provide administrative and executive-level support to Sector Management leadership,including calendar coordination, correspondence, task tracking, document routing, andworkflow management.
  • ? Support senior government officials during classified meetings and engagements whilecomplying with all security and handling requirements.
Requirements
  • ? Active Top Secret clearance with the ability to obtain and maintain SCI access.
  • ? Bachelor’s degree in business administration, management, public policy, homelandsecurity, cybersecurity, emergency management, or a related field, or an equivalentcombination of education and relevant experience.
  • ? Senior-level experience in business analysis, program management, project management,strategic planning, risk management, or federal program support.
  • ? Experience supporting critical infrastructure, cybersecurity, national security, emergencymanagement, or government coordination programs.
  • ? Demonstrated ability to support senior government officials, councils, working groups, orinteragency stakeholders.
  • ? Experience developing executive briefings, white papers, risk assessments, decisionsupportproducts, and strategic recommendations.
  • ? Strong qualitative and quantitative analytical skills.
  • ? Experience managing projects, schedules, risks, milestones, deliverables, and actionitems.
  • ? Excellent writing, editing, briefing, organizational, and stakeholder-communicationskills.
  • ? Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and project- or taskmanagementtools.
  • ? Ability to work in classified and unclassified environments and handle sensitiveinformation appropriately.
  • ? U.S. citizenship.
Preferred Qualifications:
  • ? Previous experience supporting DHS, CISA, a Sector Risk Management Agency, oranother federal agency.
  • ? 8+ years of experience required for this role.
  • ? Knowledge of the National Infrastructure Protection Plan and federal criticalinfrastructure risk-management responsibilities.
  • ? Experience developing sector risk profiles, conducting risk assessments, or supportingrisk-mitigation planning.
  • ? Familiarity with federal cybersecurity frameworks, critical infrastructure sectors, andinformation-sharing protocols.
  • ? Experience using Microsoft Project, Power BI, SharePoint, dashboards, or datavisualizationtools.
  • ? Project Management Professional, business-analysis, risk-management, or relatedcertification.
  • ? Experience planning and supporting high-level classified meetings involving seniorgovernment officials.
  • ? Familiarity with CISA and DHS templates, records-management requirements, andquality-control standards.
Summary

Work will primarily be performed at CISA facilities in Arlington, Virginia. Limited telework may be permitted with government approval; classified duties must be performed at an authorized government facility. Occasional travel and short-notice support during emergentevents may be required.
