Summary
IT Specialist (APPSW), PEGA Developer positions are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Many" do not apply.
Responsibilities
- Assist in the design, development, and maintenance of Pega applications by creating technical rules such as Data Pages, Activities, Data Transforms, Flows, Case Types, and Decision Rules.
- Integrate Pega applications with external systems using REST APIs, SOAP web services, data streams, JSON/XML transformations, and other out-of-the-box connectors.
- Apply Pega's case management lifecycle framework, decisioning, and analytics components to support business solutions.
- Support the design and implementation of user experiences using Pega Portals, Skins, Flow Actions, Sections, and other UI components.
- Work within DevSecOps and Agile development methodologies in an AWS cloud environment, including familiarity with DevOps CI/CD pipelines and deploying Pega in OpenShift.
- Utilize Pega BIX (Business Intelligence eXchange) for data extraction and reporting and apply ETL skills for data integration.
- Conduct data analysis and use ETL and analytics tools or data platforms such as SQL, Kafka, Tableau, and Power BI.
- Demonstrate the ability to quickly learn and apply new concepts, tools, and technologies related to marketing decisioning and analytics.
- Apply strong analytical, problem‑solving, and communication skills in a collaborative team environment.
- Apply knowledge of Java or other object‑oriented programming concepts; be familiar with Pega robotic process automation (RPA) features.
Qualifications
- U.S. Citizenship required.

- Selectees may be required to serve a 1‑year probationary period.

- Experience must be IT related; demonstrate IT experience through paid or unpaid experience, or completion of specific training or certifications.
- Specialized experience at or equivalent to the GS‑13 level or above (for GS‑14) or GS‑14 level or above (for GS‑15) in or related to the work of the position.
- Demonstrate the competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
