Job summary

Qualifications

• Thorough knowledge of State procurement laws, rules and regulations.
• Thorough knowledge of software programs and systems.
• Considerable knowledge of business practices concerning procurement.
• Working knowledge of accounting systems and procedures.
• Excellent oral and written communication skills.
• Demonstrated ability to draft technical documents, specifications, contracts, reports, etc.
• Demonstrated ability to evaluate detailed specifications and analyze complex situations.
• Demonstrated ability to function effectively and efficiently with little direct supervision and in a multi-task environment.

Responsibilities

• Manages PCard program and is responsible for compliance issues as directed, including training, monthly audit requirements of cardholder transactions for appropriateness and compliance with Commonwealth and University procurement policies, procedures and programs.
• Perform independent reviews for accountability and compliance of PCard transactions and provide on-going training, reporting, technical assistance.
• Provide analysis of procurement programs to identify opportunities for outreach and education related to supplier diversity (SWAM) as well as contract development and compliance monitoring strategies.
