Position Description
Under supervision, the Payroll Technician processes assigned payrolls, prepares and reviews a variety of technical reports, monitors and processes payment for employee fringe benefit and voluntary deduction programs, and establishes procedures as necessary.
Responsibilities
- Process payroll documents; reconcile payroll records and reports; verify calculations including salary rates, and deductions;
- Coordinate the generation of payroll warrants, recordkeeping, and use of on-line system with County office;
- Monitor all web-based timesheets for accuracy and to ensure all are approved on time by department heads, supervisors, and managers; and make necessary changes in the system;
- Process direct deposits in-house;
- Prepare the voucher register for employee's benefit deduction payment;
- Verify information entered in system, manually calculate any changes and then enter in system, e.g. Personnel Action Forms, contracts, and revisions throughout the year that come from Human Resources;
- Analyze PERS/STRS retirement status for determination of membership classification to ensure appropriate retirement system enrollment and benefit deduction;
- Process employee pay history adjustments to adjust employee's wages and/or taxes;
- Audit Board Reports to ensure all employees being paid have been approved by the Board; work with Human Resources to correct any issues;
- Prepare quarterly and year-end tax reports and payments for the state and federal government; prepare and issue W-2s to employees; respond to payroll tax related inquiries from state and federal government offices;
- Audit and authorize payment of bills from employee benefit and voluntary deduction vendors; receive and process fringe benefit premium payments from retired district employees; audit Social Security and Unemployment reports;
- Maintain a variety of records including effective dates of employment, salary and status changes, hours worked, vacation and other leaves, payroll deductions, employee pay history, total payroll expenditures, etc; generate required reports;
- Respond to inquiries from employees on payroll matters; arranges for the generation of emergency payroll checks from District Revolving fund; stop payments on lost and destroyed checks; respond to employment verification requests;
- Recommend and communicate changes to existing procedures;
- Attend meetings and training sessions;
- Schedule, train and direct work of clerical assistants in verifying and performing routine calculations, data entry, etc;
- Assist in the administration of 403(b), 457(b), and section 125 plans;
- Monitor and track employee contributions to 403(b) and 457(b) plans to ensure compliance with IRS regulations.
Qualifications
MINIMUM QUALIFICATIONS
- Job related experience is required with increasing levels of responsibility in accounting, payroll processing or bookkeeping.
- Experience working in the area of accounting and/or auditing.
- Possession of a high school diploma or equivalent.
- Ability to be attentive to detail.
- Ability to communicate with diverse groups on a variety of levels.
- Ability to establish and meet deadlines and schedules.
- Ability to set priorities.
- Ability to work with detailed information/data.
- Ability to make mathematical calculations with speed and accuracy.
- Demonstrated skill in operating standard office equipment, using pertinent software applications, maintaining accurate records, reviewing and reconciling data, preparing reports.
- Knowledge of payroll processing, benefit processing, and pertinent computer software applications.
- Demonstrated evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds in a community college environment.
DESIRABLE QUALIFICATIONS
- Two (2) years of increasingly responsible job related experience.
- Coursework in accounting is preferred.

SPECIAL CONDITIONS
Working hours: Monday - Friday, 7:30am - 4:30pm . Hours may vary according to the assignment.
CONDITIONS OF EMPLOYMENT
This is a full-time, 12-month, classified bargaining unit position. Starting date: as soon as possible. Range 20 of the CSEA Salary Schedule, with a starting salary of Step A, $5,760. Excellent benefit package.
REQUIRED TESTING INFORMATION
Applicants must achieve qualifying scores on tests to be administered by the District. Testing will consist of one part: General Math. All applicants will be notified via email of the testing day and time or to utilize the online self-scheduling feature. There is additional information regarding testing on the Human Resources main page, "Testing Information" link. Previous passing test scores within one year will be applied and you will not need to retest.
