Job summary

The County of San Mateo's Controller’s Office is seeking a Departmental Systems Analyst in the Payroll Division to provide complex analytical support for payroll and time and attendance systems, acting as liaison between users and IT staff, vendors, and service providers.

The ideal candidate will configure and troubleshoot Workday and Infor Workforce Management, develop reports, train staff, and maintain databases, with experience in government payroll and a strong analytical mindset.

Qualifications

• Three years of responsible experience in a position that would provide knowledge of department-specific programs, processes, and/or operations, including at least one year of experience in the planning, implementation, oversight, and/or utilization of automated information systems and applications used to support departmental activities.
• Knowledge of payroll laws and regulations.
• Strong analytical skills to investigate system problems, evaluate alternatives, and develop effective solutions.
• Ability to explain needs to both technical and non-technical staff and translate information needs into system requirements.

Responsibilities

• Participate in modification of existing systems or implementation of new systems by developing procedures and evaluating modifications in response to changes.
• Receive requests for assistance with department systems; determine severity and resolve or escalate.
• Interact with vendors, outside agencies, auditors, and staff for data or reports.
• Provide or arrange training on information systems and request ad hoc reports.
• Perform system administration tasks: manage users, passwords, profiles, and data maintenance.
• Maintain databases and reports on a scheduled and ad hoc basis.
• Prepare and track information technology requests for changes and reports.
