QUALIFICATIONS
  1. A bachelor’s degree or higher, preferably in accounting; or equivalent combination of education and accounting, accounts payable, budgeting, business administration, finance, public administration, or payroll processing work experience; high school diploma or equivalent required.
  2. At least six (6) years of work experience.
  3. Knowledge of the principles and practices of financial accounting and reporting procedures consistent with statute, code, and GAAP requirements.
  4. Knowledge of accepted business practices in public school districts relative to payroll processing.
  5. Management and communication skills.
  6. Required criminal history background check and proof of U.S. citizenship or legal registered alien status.

Payroll Manager

PERFORMANCE RESPONSIBILITIES
  • 1. Establish and promote high standards and expectations for excellent performance and responsibility for behavior.
  • 2. Assist the Payroll Manager with the of the following responsibilities:
    • a. Prepare and maintain all district payroll records.
    • b. Verify and certify the accuracy and appropriateness of all payroll information.
    • c. Manage a system of records, controls, and accounting and prepare the payroll for all Board approved positions in the district in accordance with GAAP, regulations, and Board policies, submitting all summaries and reports in a timely fashion.
    • d. Develop procedures for adjusting staff payroll records to effect changes resulting from overtime, employee absence, leaves of absence, tax changes, social security deductions, pension deductions, insurance deductions, garnishes and attachments of employee paychecks, and other deductions and additions affecting employee payrolls.
    • e. Develop procedures for the compilation and maintenance of district staff attendance records for each pay period.
    • f. Review and verify the timely preparation of all district payroll summary report and statistical reports and provide analysis of the reports as requested by the Superintendent.
    • g. Manage and review records and make payments for salaries, as specified in Board minutes, and employee mandatory and involuntary deductions.
    • h. Ensure that payroll accounts have sufficient funds to support payroll payments.
    • i. Manage a system of direct deposits for employees.
    • j. Process and audit worker’s compensation and unemployment insurance claims.
    • k. Manage and process pension, tax, and health benefit program for employees, ensuring that all forms are processed in a timely fashion.
    • l. Prepare work for pay periods and supervise the analysis of pay and attendance records for each period.
    • m. Prepare payroll input for data processing, verify payroll output and determine the cause of and remedies error in coding and inputting.
    • n. Maintain employee time sheets and payroll registers.
    • o. Check the preparation off annual tax withholding statements for accuracy.
    • p. Prepare all payroll tax returns.
    • q. Provide regular payroll training and technical assistance to district staff.
    • r. Interpret policies and government regulations in connection with payroll procedures.
  • 3. Assist with any audits and investigations of the district of any of its schools, divisions, departments, offices, or facilities.
  • 4. Provide all necessary fiscal reports and any other requested reports to the Superintendent and Board of Education.
  • 5. Attend meetings of the Board of Education and its committees as required by the Superintendent or his designee.
  • 6. Assist the Superintendent with budget preparation.
  • 7. Assist in the determination of types of programs needed by the district and make appropriate recommendations.
  • 8. Work with local, state, and federal agencies that provide services to the district.
  • 9. Keep the staff informed and seek ideas for the improvement of the district. Conduct meetings as necessary for the proper functioning of the district.
  • 10. Maintain effective communications with agencies and resources outside of the district, representing the district at community, state, and professional meetings.
  • 11. Continue to grow professionally through collaboration with colleagues and professional growth experiences. Understand and communicate current developments in accounting and payroll processing practices through reading and participation in appropriate workshops or meetings.
  • 12. Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines.
  • 13. Adhere to New Jersey school law, State Board of Education rules and regulations, Board of Education policies and regulations, and contractual obligations.
  • 14. Perform all other duties as required by law, code, or Board policy.
  • 15. Perform such other tasks and assume such other responsibilities as the Superintendent or designee may assign from time to time and not otherwise prohibited by law or regulation.
TERMS OF EMPLOYMENT
  1. Twelve (12) months.
  2. Contract terms, salary, and benefits as established by the collective bargaining agreement.
  3. Conditions established by laws and codes of New Jersey; and policies, rules, and regulations established by the Passaic Board of Education.
  4. Non-tenurable.

EVALUATION: Evaluated by the Payroll Manager.

Position Type: Full-Time

Salary: $79,136 to $79,136 Per Contract
