Job summary

BEI Construction, Inc. is seeking a hands-on Payroll Manager to lead payroll operations and support a new payroll/timekeeping software implementation.

You will ensure accurate, timely, compliant payroll for union and non-union staff while guiding the Payroll Specialist and collaborating with the Controller to optimize funding, costing, and internal controls. The role requires 5+ years in payroll leadership within complex environments, including union payroll and multi-state processing.

Qualifications

• 5+ years of progressive payroll experience, including hands-on payroll management and team leadership.
• Experience in complex payroll environments (construction, union/non-union, multi-rate or multi-state) is highly preferred.
• Experience with payroll software implementation or major process improvements is strongly preferred.
• Strong knowledge of payroll compliance, taxes, deductions, and audits; able to handle confidential information.

Responsibilities

• Lead payroll workstreams for software implementation, configuration, testing, and post-launch stabilization.
• Oversee weekly payroll for union and non-union employees, including off-cycle payroll and adjustments.
• Supervise the Payroll Specialist and ensure consistent payroll procedures and controls.
• Collaborate with Controller on funding, taxes, job costing, labor allocation, reconciliations, and reporting.
• Ensure compliance with wage/hour laws, union rules, and federal/state/local regulations.

Job description

BEI Construction is seeking a hands-on Payroll Manager to lead payroll operations and support the implementation of BEI’s new payroll and timekeeping software. This role is responsible for the accuracy, timeliness, compliance, and continuous improvement of payroll for union and non-union employees. The Payroll Manager supervises the Payroll Specialist and works closely with the Controller and Accounting team on payroll funding, reporting, reconciliations, job costing, audits, and internal controls.

Key Responsibilities:

• Lead payroll workstreams for BEI’s payroll/timekeeping software implementation, including configuration support, testing, parallel payroll, data validation, reporting, training, and post-launch stabilization.
• Oversee accurate, timely weekly payroll for union and non-union employees, including regular payroll, off-cycle payroll, adjustments, final pay, deductions, garnishments, reimbursements, and employee changes.
• Supervise and support the Payroll Specialist; assign priorities, review work, resolve escalations, and maintain consistent payroll procedures and controls.
• Partner with the Controller and Accounting team on payroll funding, payroll taxes, job costing, labor allocation, reconciliations, reporting, audits, internal controls, and system-related process improvements.
• Ensure compliance with wage and hour requirements, union rules, prevailing wage, certified payroll, public works requirements, payroll tax rules, recordkeeping, and applicable federal, state, and local regulations.
• Resolve payroll discrepancies, timekeeping issues, employee pay questions, agency notices, and related payroll inquiries.

Qualifications:

• 5+ years of progressive payroll experience, including hands-on payroll management and team leadership.

• Experience with complex payroll environments required; construction, union payroll, prevailing wage, certified payroll, public works, multi-rate, or multi-state payroll experience strongly preferred.

• Payroll software implementation, system conversion, timekeeping implementation, or major payroll process improvement experience strongly preferred.

• Strong knowledge of payroll compliance, wage and hour requirements, payroll taxes, deductions, garnishments, timekeeping, final pay, recordkeeping, and audit practices.

• Demonstrated ability to manage payroll compliance, reporting, reconciliations, audits, internal controls, and confidential employee pay information.

• Strong leadership, communication, organization, discretion, judgment, follow-through, and attention to detail.
• Proficiency with payroll systems, timekeeping platforms, Microsoft Office Suite, and Excel required.

• Bachelor’s degree or relevant payroll certification preferred; equivalent experience may be considered.
