Job summary

Atlas is seeking a Payroll Compliance Analyst to ensure prevailing wage and union payroll compliance across our multi-state operations. You will work with CBAs, DIR determinations, and certified payroll reporting.

This role requires 5+ years of payroll experience, CPP preferred, and proficiency with ADP/UKG systems. Join a team of 3,500 employees delivering safe, sustainable infrastructure solutions.

Qualifications

  • Bachelor's degree in Accounting, Finance, HR, or related field preferred.
  • CPP or FPC or equivalent experience required.
  • Minimum 5 years payroll experience, with at least 3 years in prevailing wage/union payroll.
  • Experience with California DIR determinations and public works payroll compliance.
  • Proficient Excel; ability to interpret labor agreements.

Responsibilities

  • Prevailing Wage Administration across projects and wage determinations.
  • Union Payroll Compliance including CBA/PLA interpretation and fringe benefit deductions.
  • Certified Payroll Reports (CPR) preparation and regulatory reporting.
  • Audits of payroll transactions and internal controls; ensure wage-and-hour compliance.
  • Fringe benefit administration and tool/system support for prevailing wage calculations.

Job Description The Payroll Compliance Analyst is responsible for ensuring compliance with federal state local union and prevailing wage regulations across multiple business units This role serves as the subject matter expert for prevailing wage administration union payroll compliance certified payroll reporting California DIR requirements wage determinations fringe benefit calculations and labor agreement administration

Core Responsibilities
  • Prevailing Wage AdministrationReview and interpret federal state and local prevailing wage determinationsMaintain current knowledge of California DIR determinations and wage rate updatesAnalyze project requirements to determine applicable prevailing wage classifications and ratesCalculate prevailing wage base rates employer paid fringe benefits and supplemental wagesValidate prevailing wage compliance for public works and government funded projects
  • Union Payroll ComplianceInterpret and administer collective bargaining agreements CBA and PLAsValidate union wage rates benefit contributions dues deductions and working rulesEnsure accurate calculation and remittance of union fringe benefit contributionsReconcile union reports and contributions to payroll recordsSupport union audits and respond to requests for payroll records and supporting documentation
  • Certified Payroll & Regulatory ReportingPrepare and review Certified Payroll Reports CPREnsure compliance with Davis Bacon state prevailing wage and project specific reporting requirementsSubmit required compliance reports to government agencies and customersMaintain documentation supporting wage determinations fringe calculations and payroll reporting
  • Payroll Compliance & AuditingConduct periodic audits of prevailing wage and union payroll transactionsReview payroll earnings labor distributions and project coding for complianceIdentify compliance risks and recommend corrective actionsDevelop and maintain payroll compliance procedures and internal controlsMonitor payroll processes to ensure compliance with wage and hour laws
  • Fringe Benefit AdministrationCalculate employer paid fringe benefit creditsAnalyze fringe benefit costs and determine applicable hourly fringe creditsReconcile fringe calculations and ensure accurate allocation across projects and employeesSupport implementation and maintenance of prevailing wage calculation tools and systems
