Job summary

Florida Sheriffs Youth Ranches is seeking a Payroll Administrator to ensure timely, accurate, and confidential payroll processing from the Live Oak, FL office. You will manage time records, liaise with the payroll service provider, and handle GTL processing, while supporting accounting and HR with reports.

The role requires 4+ years in payroll and HR/clerical work, with ADP experience; strong confidentiality and communication skills are essential.

Job description

This is not a remote position. You will be required to work from the Main Office in Live Oak, FL.

The Payroll Administrator is responsible for the timely, accurate, and confidential administration of the agency's payroll processes. Primary responsibilities include processing payroll; maintaining payroll and HRIS records; administering payroll-related benefits and deductions; preparing payroll reports; ensuring compliance with applicable federal and state laws, regulations, and agency policies; and providing payroll support to employees and agency departments. Work is performed in accordance with established policies, procedures, and deadlines. The employee is expected to exercise sound judgment, discretion, and confidentiality while organizing work, establishing priorities, and completing assignments independently with minimal supervision.

The Payroll Administrator is directly responsible to the Director of Human Resources.

This position is classified as non-exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

Essential Duties And Responsibilities
  • Processes payroll, including review and validation of employee time records, in accordance with established deadlines while maintaining accurate payroll records
  • Serves as the primary administrator of the payroll and HRIS systems and as the primary liaison with the agency's payroll service provider. Processes vendor invoices and submits payroll deductions to benefit vendors in accordance with established schedules
  • Processes employee separations, including voluntary and involuntary terminations and related payroll transactions within the organization's HRIS and payroll systems, ensuring the accuracy of employee records, final pay, and compliance with applicable policies and regulations
  • Prepares Group Term Life (GTL) reports and administers GTL-related payroll processing within the organization's HRIS and payroll system. Ensures taxable GTL benefits are correctly applied or removed based on employee eligibility, benefit elections, and employment status changes
  • Performs payroll-related allocations and accrual calculations and provides required information to the Accounting Department on a monthly, quarterly, and annual basis
  • Prepares required payroll reports, surveys, and documentation, including employment verifications, new hire reporting, workers' compensation reports, audit reports, EEO reports, Board reports, and statistical information
  • Maintains employee rehire records for the agency's Employee Recognition Program, prepares Employee Recognition reports, and distributes reports in accordance with established deadlines
  • Provides payroll and salary information to support budget development, funding bill reviews, audits, and other organizational reporting requirements
  • Assist with other Human Resources duties and special projects as assigned by the Director of Human Resource.
Required Knowledge, Skills, And Abilities
  • Must possess knowledge of English usage, spelling, grammar, and punctuation; business letter writing; basic report preparation and simple mathematical functions like addition/subtraction, multiplication/division, ratios, percentages, etc
  • Must possess knowledge of recordkeeping methods and procedures including computerized records and database software
  • Must possess knowledge of departmental policy and procedures and current trends and practices of human resource administration
  • Must have the ability to carry out assigned tasks and projects to their completion, maintain confidential and sensitive information; and understand and follow instructions
  • Must have the ability to communicate effectively verbally and in writing and establish and maintain effective working relationships with applicants, agency staff, providers, and the public, as well as present information effectively in a group setting
  • Must have the ability to effectively operate personal computer, fax machine, other various office equipment, and software/programs (i.e. excel spreadsheets, data bases, word processing and inter/intranet)
  • Must have the ability to maintain complex records in an orderly and accurate format consistent with departmental procedures, prepare accurate reports, work with minimal supervision, plan work schedules, and meet deadlines
  • Must have the ability to listen and determine the needs of; find and communicate accurate information concerning process, policies, and procedures to; and respond tactfully and courteously to internal/external customers
  • Must have analytical, math, and grammar skills sufficient to meet minimum standards of the Youth Ranches Skills Test
  • Must have a strong orientation to customer service and have exceptional skills in working cooperatively with others
  • Must have a valid Florida Driver License and be able to maintain a safe driving record consistent with agency policy
Education And Experience Requirements

High school graduate or equivalent with a minimum of four years’ experience in processing payroll and four years of responsible related experience in general office/clerical work or human resources is required. Experience with personal computers and Windows based software and working knowledge of payroll service software (ADP preferred) and applicable payroll laws.

Job Type: Full-Time
Pay: $19.00 per hour
