Job summary

Georgia State University is seeking a Payroll Accounting and Reporting Manager to lead the Payroll Accounting function within the Payroll Department. This role drives timely, accurate tax reporting and compliance for federal, state, and local requirements.

You will update policies, oversee retirement reporting, reconcile general ledger payroll items, and collaborate with Finance and HR to align cross-department processes.

Qualifications

• Proficient with Microsoft Office products, emphasizing Excel.
• Understands accounting processes (Payroll, Accounts Payable, etc.).

Responsibilities

• Manage the Payroll Accounting functional area.
• Maintain payroll guidelines by writing and updating policies and procedures.
• Understand federal, state, and local employment tax requirements and advise management.
• Ensure timely reporting and payment of payroll taxes (W-2, 941, SUTA, SUI, etc.).
• Provide tax reporting support for various departments.
• Support payroll run processing and clearance forms.
• Support all tax functions, including foreign national tax compliance.
• Ensure internal control compliance and oversee retirement reporting.
• Manage expired/reissued checks and unclaimed property procedures.
• Oversee direct deposit rejects, retractions, and stop payments.
• Manage state/local multi-jurisdiction tax processes.
• Reconcile payroll-related exceptions and GL accounts.
• Collaborate with Finance and HR on cross-department impacts.
• Assist Benefits team with reconciliations and deferred compensation.
• Liaise on contributions audits and overpayments.
• Handle departmental invoicing and payment authorizations.
• Oversee garnishments and general deductions.
• Perform other related duties as assigned.
