City of Norfolk is seeking a Part-Time Eviction Prevention Intake Specialist I to assist the NEPC. The role involves interviewing applicants, reviewing documents, calculating aid, and coordinating with tenants and landlords.

Qualifications

  • Associate's Degree in Business Administration, Social Work, Human Services, Public Administration, or related field.
  • Minimum of one year of related customer service, case management, housing services, social services, or intake coordination experience.

Responsibilities

  • Interview applicants to determine eligibility for financial assistance programs.
  • Collect and review required documentation (leases, photo ID, pay stubs, utility bills, rental ledgers, household demographics).
  • Review applications for eligibility compliance.
  • Calculate rental and utility assistance amounts per program guidelines.
  • Communicate with applicants, tenants, landlords and property managers by phone, email and in person.
  • Determine prior receipt or disqualification from assistance programs.
  • Process applications for review by Program Specialists/Managers.
  • Assist with appeal requests for denied assistance.
  • Attend Norfolk General District Court 2-3 times per week to explain resources and eviction prevention process.
  • Respond to calls and emails from residents seeking housing/financial resources.
  • Conduct follow-up calls and data collection for recipients.
  • Maintain accurate records and data entry in program tracking systems.

Part-Time Eviction Prevention Intake Specialist I

Approximately 24-25 hours per week (schedule may vary)

The City of Norfolk is seeking a compassionate, organized, and detail-oriented Eviction Prevention Intake Specialist I to support the Norfolk Eviction Prevention Center (NEPC). This position plays a critical role in helping residents facing housing instability by determining eligibility for financial assistance programs and connecting tenants and landlords with available resources.

The ideal candidate will have excellent communication skills, experience working with the public, and the ability to review documentation and maintain accurate records.

Essential Duties and Responsibilities
  • Interview applicants to determine eligibility for financial assistance programs.
  • Collect and review required documentation, including:
    • Leases
    • Photo identification
    • Pay stubs
    • Utility bills
    • Rental ledgers
    • Household demographic information
  • Review applications to ensure compliance with program eligibility requirements.
  • Calculate rental and utility assistance amounts based on established program guidelines.
  • Communicate with applicants, tenants, landlords, and property managers by phone, email, and in person.
  • Determine whether applicants have previously received or been disqualified from assistance programs.
  • Process applications for review by Program Specialists and Program Managers.
  • Assist with appeal requests for applicants denied financial assistance.
  • Attend Norfolk General District Court 2-3 times per week to:
    • Provide information about available community resources
    • Explain the eviction prevention process to tenants
    • Assist with locating expungement records through the Clerk's Office when appropriate
  • Respond to calls and emails from Norfolk residents seeking housing and financial assistance resources.
  • Conduct follow-up calls and collect data from households that have received assistance.
  • Maintain accurate records and enter data into program tracking systems.
  • Perform other duties as assigned.
Qualifications
Preferred Education
  • Associate's Degree in Business Administration, Social Work, Human Services, Public Administration, or a related field.
Preferred Experience
  • Minimum of one (1) year of related experience in customer service, case management, housing services, social services, community outreach, intake coordination, or a related field.
  • Equivalent combination of education and experience will be considered.
Desired Skills

  • Ability to handle sensitive and confidential information professionally.
  • Excellent verbal and written communication abilities.
  • Strong organizational and time management skills.
