Maniilaq Association in Kotzebue, AK seeks a Part-Time W.I.C. CPA to provide certification, nutrition education and breastfeeding support to WIC participants. You will document client services, maintain eligibility records and assist with program compliance.

Responsibilities include performing nutrition assessments, coordinating with the WIC Coordinator, and traveling to villages as needed. Prior WIC CPA experience and knowledge of Alaska WIC policies are preferred.

Qualifications

  • Knowledge of Northwest Arctic Region culture and language preferred.

Responsibilities

  • Independently determines W.I.C. eligibility and certification.
  • Verify eligibility for SNAP, ATAP, Medicaid and Denali Kid Care.
  • Measures anthropometrics and hemoglobin; provides nutrition education.
  • Develops nutrition plans and provides counseling per Alaska W.I.C. policy.
  • Determines effectiveness of interventions and revises care plans.
  • Refer high-risk clients to Registered Dietitian; may implement RD plans in villages.
  • Provide basic breastfeeding support and follow-ups.
  • Maintain inventory of breast pumps and report monthly.
  • Refer clients to other health programs as needed.
  • Organize W.I.C. applications and processing schedules.
  • Assist with nutrition education material development.
  • Complete monthly nutrition education group classes.
  • Submit time studies and monthly activity reports.
  • Send termination notifications; ensure timely communication.

POSITION SUMMARY

Provides and documents client services to participants of the Women, Infants and Children Program including W.I.C. Certifications, nutritional counseling, breastfeeding support, education and training in Kotzebue and the villages. Assist Program Coordinator in maintaining grant compliance. Reports directly to the WIC Coordinator or designee.

PRINCIPLE DUTIES AND RESPONSIBILITIES
  1. Independently determines W.I.C. eligibility (categorical, residency, income and nutritional risk) and certification.
  2. Verify eligibility status of applicants who receive Supplemental Nutrition Assistance Food Program (SNAP), Alaska Temporary Assistance Program (ATAP), Medicaid and Denali Kid Care.
  3. Accurately measures anthropometrics and hemoglobin, identifies nutrition risk factors, provides nutrition education, prescribes the appropriate food packages, issues benefits and completes coordination of other W.I.C. services.
  4. Develops nutrition plans and provides accurate nutrition education according to the Alaska W.I.C. Program Policy and Procedures.
  5. Determines effectiveness of interventions and revises plan of care based on expected outcomes.
  6. Identifies high-risk clients based on objective criteria and refers them to the Registered Dietitian (R.D.). In the villages, the W.I.C. CPA may implement nutritional care plans developed by the RD for high risk clients, under the RD’s supervision.
  7. Provides basic breastfeeding support, follow-ups, referrals and education.
  8. Keeps an accurate inventory of breast pumps including the single user (hospital grade) pumps when loaned to qualifying W.I.C. clients and notifies the W.I.C. Coordinator when hand pumps and electric breast pumps are to be ordered. Submits a breast pump inventory report by the last work day of each month.
  9. Refers clients to other health programs such as: Public Health Nursing, Maternal Child Health, Public Assistance and Denali Kid Care.
  10. Organises and maintains a systematic work system to ensure W.I.C. applications are received, dated and timely processed for eligibility and certification. Refer to Application Processing Standards, Chapter 1, State of Alaska W.I.C. Program Policy and Procedures.
  11. Assists W.I.C. Coordinator with nutrition education material development.
  12. Completes monthly nutrition education group class as assigned by the W.I.C. Coordinator by the last work day of each month.
  13. Completes a time study of activities for one week when you work a full 40 hour week and submit by the last work day of each month.
  14. Mails Notification of Termination letters for participants by the end of the 3rd week of each month. Refer to Notification of Termination/Ineligibility, Chapter 1, State of Alaska W.I.C. Program Policy and Procedures.
  15. Assists the W.I.C. Coordinator with Batch Issuance the 3rd or 4th week of each month on Monday, Tuesday or Wednesday as assigned.
  16. Assists the W.I.C. Coordinator with participant retention and growth using the monthly mid-certification due report, the monthly certification due report, the Medicaid Outreach list provided by the Alaska Department of Health and Social Services, and the W.I.C. Annual Client Survey as assigned.
  17. Educates and assists participants shopping with Balto Box delivered by Span-Elite services. Assist W.I.C. Coordinator in improving participant utilization of benefits with Balto Box as assigned.
  18. Assists with vendor monitoring as assigned.
  19. May travel to the villages to assist with W.I.C. outreach, certification and other related activities aimed at increasing caseload and strengthening collaboration with existing health and social services programs as determined by the W.I.C. Coordinator.
  20. Maintains federal and state W.I.C. Program Guidelines in administering W.I.C. program.
Job Qualifications
MINIMUM REQUIREMENTS

High school diploma or equivalent plus one year minimum W.I.C. program or relevant experience. Successful completion of the Alaska W.I.C. Competent Professional Authority (CPA)/Paraprofessional Training program and Certification Exam. Other qualifying education in a related field (i.e. Bachelor’s in Nutritional Sciences, Community Nutrition, Clinical Nutrition, Dietetics, Public Health Nutrition or Home Economics with emphasis in Nutrition) may be considered in lieu of Alaska W.I.C. CPA/Paraprofessional Training. Knowledge of people, culture and/or language of the Northwest Arctic Region preferred. Ability to perform duties with minimal supervision. Good communication and interpersonal skills.
