Job summary

Seneca Holdings is seeking an on-site, part-time Human Resources Specialist to support the Defense Security Cooperation University (DSCU) in Dayton, Ohio. The role emphasizes expert HR advisory support, compliance with OPM/DoD, and handling civilian recruitment lifecycle.

Required: Bachelor's in HR and 6+ years HR experience with classification/position management; US citizen with active Secret Clearance or ability to obtain; strong analytical and communication skills; proficiency in MS Office

Qualifications

• Bachelor's degree in HR or related field required.
• Minimum 6 years of progressive HR experience with classification and position management.
• US Citizenship with active Secret Clearance or ability to obtain favorable adjudication.
• Ability to translate workforce metrics and DSCA/OPM standards into executive briefings and dashboards.
• Strong communication and advisory skills for leadership and managers.

Responsibilities

• Perform duties as a Human Resources Specialist in support of the DSCU.
• Support recruiting, interviewing, hiring, processing, and assignment support in coordination with the DSCU HR office.
• Safeguard PII and CUI.
• Provide admin and technical support for civilian recruitment actions and lifecycle.
• Maintain position and manpower data, organizational charts, and trackers; support data integrity across systems.
• Prepare, track, and report on personnel actions (RPAs) and workforce data dashboards.
• Coordinate onboarding and off-boarding administrative requirements with IT, security, and other offices.
