Job summary

White Pine Innovations, part of the Seneca Nation Group, seeks an on-site Human Resources Specialist to support the DSCU in Dayton, Ohio. The role focuses on expert HR support, compliance with OPM/DoD regulations, and enhancing HR practices across the organization.

The position requires US citizenship with a Secret Clearance (or ability to obtain) and strong experience in government security cooperation environments, with excellent communication and advisory skills for leadership interaction.

Qualifications

• Bachelor's Degree in Human Resources or related field.
• Minimum of 6 years of progressive HR experience with emphasis on classification and position management.
• Must be a US Citizen with an active Secret Clearance or ability to obtain favorable suitability.
• Ability to translate complex workforce metrics and DSCA/OPM policies into executive-level summaries and dashboards.
• Strong communication and advisory skills to explain HR policies to leadership and managers.
• Excellent oral, written, and interpersonal communication skills.
• Microsoft Office 365 (Excel, Word, PowerPoint, Teams, SharePoint) and AI proficiency.

Responsibilities

• Provide expert HR support to the DSCU Workforce Management Lead, Operations Chief, and Chief of Staff.
• Support recruiting, interviewing, hiring, processing, and assignment activities with DSCU HR office.
• Safeguard PII and CUI across all HR processes.
• Support full life-cycle civilian recruitment actions and maintain recruitment documentation.
• Track timelines for job announcements, interviews, offers, and onboarding actions.
• Maintain and reconcile position and manpower data and organizational charts.
• Prepare, track, and report on personnel actions (RPAs) and status logs.
• Collect and analyze workforce data, develop dashboards and executive summaries.
• Coordinate onboarding and off-boarding, including IT and security prerequisites.
