Job summary

The Town of Capitol Heights is seeking an experienced Part-Time Human Resources Manager to oversee daily HR operations for the municipal government. You will advise supervisors, manage employee relations, benefits, compliance, performance management, and HR systems while upholding confidentiality.

The ideal candidate has at least five years of progressive HR experience, two years of leadership, and a bachelor’s degree in HR or related field.

Qualifications

• Five years of progressive HR experience.
• Two years of leadership or supervisory experience.
• Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent).
• Strong knowledge of federal, state, and local employment laws.
• Proficiency in Microsoft Office Suite and HRIS tools.

Responsibilities

• Oversee daily functions of the HR department and respond to inquiries.
• Maintain employee records and ensure legal compliance.
• Manage HRIS updates and timely processing of data.
• Assist with benefits administration and open enrollment.
• Provide guidance on performance management and employee relations.
• Coordinate onboarding and offboarding processes and support recruitment.
