Job summary

The Housing Authority of the City of Victoria is seeking a part-time HCV Inspector to conduct required housing inspections under HUD NSPIRE standards and the Authority's plan. You will ensure units meet decent, safe, and sanitary criteria and document findings accurately and objectively.

Responsibilities include scheduling inspections, notifying landlords and participants, recording results, and assisting in enforcement documentation.

Qualifications

• High School diploma or GED required.
• HUD NSPIRE training and certification completed.
• Knowledge of HUD inspection standards and program requirements.
• Ability to interpret regulations and apply standards consistently.
• Ability to prepare clear written inspection reports.
• Ability to communicate effectively with diverse populations.
• Valid Texas driver's license and insurable driving record.
• Fidelity bond eligibility.

Responsibilities

• Conduct initial, annual, special, and re-inspections per HUD NSPIRE standards.
• Schedule inspections and notify landlords and participants.
• Document deficiencies and inspection results accurately and timely.
• Recommend abatement or contract action when deficiencies persist.
• Coordinate with HCV staff to align inspections with program timelines.
• Maintain accurate inspection records in Authority systems.
• Communicate results clearly to landlords and participants.
• Respond professionally to inquiries related to inspections.
• Assist in documentation for enforcement actions or hearings as assigned.
• Conduct rent reasonableness determinations, if assigned, per HUD rules.
