Job summary

The Housing Authority of the City of Victoria is seeking a part-time HCV Inspector to conduct required housing inspections under HUD NSPIRE standards and the Authority's plan. You will ensure units meet decent, safe, and sanitary criteria and document findings accurately and objectively.

Responsibilities include scheduling inspections, notifying landlords and participants, recording results, and assisting in enforcement documentation.

Qualifications

HCV Inspector (Part-Time)

Department: Housing Choice Voucher (HCV)

Reports To: Director of Housing

FLSA Classification: Non-Exempt - Hourly

Summary

The Inspector conducts required housing inspections for the Housing Choice Voucher program in accordance with HUD regulations, NSPIRE standards, and the Authoritys Administrative Plan.

The Inspector ensures that assisted housing units meet applicable standards for decent, safe, and sanitary housing and documents inspection findings accurately and objectively.

Essential Duties and Responsibilities

• Conduct initial, annual, special, and re-inspections in accordance with HUD NSPIRE standards
• Schedule inspections and provide proper notice to landlords and participants
• Document deficiencies and inspection results accurately and timely
• Recommend abatement or contract action when deficiencies are not corrected, in accordance with HUD regulations and Authority policy
• Coordinate with HCV staff to ensure inspections align with program timelines
• Maintain accurate inspection records and data entries in Authority systems
• Communicate inspection results clearly to landlords and participants
• Respond to inspection-related inquiries in a professional and impartial manner
• Assist in preparing documentation related to enforcement actions or hearings, as assigned
• Conduct rent reasonableness determinations, if assigned, in accordance with HUD requirements and Authority procedures
• Maintain confidentiality of participant and landlord information
• Safeguard Authority property and records
• Comply with OSHA and Authority safety procedures, including use of appropriate personal protective equipment
• Performs other duties as assigned by the Director of Housing, Deputy Executive Director and/or Executive Director.
• Must maintain punctuality and attendance as scheduled.

Qualifications and Knowledge

• High School diploma or GED required
• Experience in property inspection, construction, maintenance, or housing programs preferred
• Completion of HUD-required NSPIRE training and certification
• Knowledge of HUD inspection standards and program requirements
• Ability to interpret regulations and apply standards consistently
• Ability to prepare clear written inspection reports
• Ability to communicate effectively with diverse populations
• Valid Texas drivers license and insurable driving record required
• Ability to be covered under the Authoritys fidelity bond

Supervision Given and Received

The employee receives instructions from the Director of Housing as assigned. The employee plans and carries out routine work activities with minimal supervision and independently resolves problems that arise. Work assignments are reviewed for regulatory compliance, timeliness, and accuracy.

The employee has no supervisory responsibilities.

Guidelines

Work is performed in accordance with HUD regulations (including NSPIRE standards), the Authoritys Administrative Plan, and applicable federal and state law. Matters outside established guidelines are referred to by supervisory staff.

Complexity

The employee performs a variety of related, routine, and generally repetitive tasks, though individual circumstances differ and affect the complexity of the process. The position requires application of detailed regulatory standards to varied housing conditions. The Inspector must exercise judgment in identifying deficiencies and documenting findings while adhering strictly to HUD requirements.

Scope and Effect

The Inspectors work directly affects housing assistance payments, participant eligibility for continued assistance, regulatory compliance, and resident health and safety.

Personal Contacts

The Inspector interacts with participants, landlords, contractors, and Authority staff. Contacts may involve explaining deficiencies, responding to disputes, and addressing non-compliance issues in a professional and impartial manner.

Work Conditions and Physical Requirements

• Work is performed both in office settings and in residential units, including occupied dwellings. The position requires the ability to:
• Walk, climb stairs, bend, crouch, and kneel
• Lift and carry inspection equipment
• Access confined or partially obstructed areas
• Work indoors and outdoors in varying weather conditions
