Job summary

City of El Paso Government is seeking a part-time, contract Hearing Officer to preside over employee disciplinary/grievance appeals. Assignments are made as needed based on case volume.

Under direction, conduct hearings, arbitrate appeals, draft decisions, and ensure due process. This hourly on-call position requires strong written and oral communication and familiarity with El Paso City Charter and Civil Service Rules.

Qualifications

• Licensed and in good standing with the Texas State Bar.
• Five (5) years’ experience practicing general law or before administrative agencies.
• Experience presenting cases before courts or boards in personnel or labor matters.
• Residency within the City of El Paso city limits by the effective date.

Responsibilities

• Conduct disciplinary hearings, arbitrate appeals, and write decisions.
• Organize pre-hearing meetings and evaluate evidence for hearings.
• Meet with officials or appellants to explain rights and responsibilities.
• Ensure due process and document evidence, testimony, and rulings.
• Provide training on disciplinary hearing procedures.
