Job summary

The City of Columbia SC is seeking a leader to plan, direct, and participate in the development, construction and maintenance of City parks and recreational facilities. You will oversee staff, budgets and projects, coordinating with consultants, engineers and contractors to deliver high-quality facilities.

You will ensure policy and safety compliance, advance strategic recreation planning, and communicate program progress to executive leadership through reports and meetings.

Qualifications

• Knowledge of algebra and geometry basics used for planning and budgeting.
• Knowledge of planning, design and implementation; awareness of laws, codes and ordinances.
• Ability to plan or direct large-scale activities and report on operations which are broad in scope.
• Ability to negotiate, exchange ideas, and reach policy decisions.
• Ability to establish long-range plans, identify funding and allocate resources for capital improvements and major projects.
• Ability to apply logical principles to solve administrative or technical problems.
• Ability to read and communicate clearly in reports, training, and written materials.
• Ability to make decisions affecting a large organization and the public.

Responsibilities

• Plans, directs and participates in development, construction and maintenance of City parks and recreational facilities.
• Supervises division staff; assigns work, reviews performance and enforces standards.
• Reviews subordinate work for completeness and accuracy; provides training and guidance.
• Ensures compliance with department policies, safety standards and laws.
• Assists in developing strategic plans to meet community recreation needs.
• Prepares and manages operating and construction budgets; maintains related records and reports.
• Coordinates design/bidding, project specifications and contracts for park projects; liaises with consultants and contractors.
• Plans and supervises maintenance of buildings, landscapes and athletic fields.
• Inspects grounds for security and safety; protects City property.
• Procures equipment, materials and supplies; coordinates maintenance of equipment.
• Coordinates program activities with other divisions and agencies.
• Responds to inquiries and concerns; attends meetings and training as needed.
• Performs other related duties as assigned.
