• Combining Education and Experience: graduate hours in excess of 18 hours divided by 18, plus months of experience divided by 12, must total at least 100%.
• ICTAP: ICTAP eligibility allows selection priority if well-qualified per agency guidance.
• CTAP: CTAP eligibility allows selection priority for surplus or displaced employees if well-qualified.
