Job summary

SAIC is seeking a Senior Financial Program Analyst located at Ft Shafter in Hawaii to support the USARPAC G37 Exercises for the USPACOM contract. This role serves as the authoritative financial voice for the Army Exercise Program and manages a fluctuating annual budget of $400M to $700M across 50+ major exercises.

Qualifications

• Bachelor's degree in operational studies, business, or finance with 6+ years of related experience.
• ASCC or Joint Command experience at Theater Army level (e.g., USARPAC) as an Exercise Budget Officer or equivalent.
• Leadership roles in senior financial positions (e.g., Division Deputy G8, Brigade Controller, etc.).
• Proven ability to scale and validate large exercise portfolios (up to $600M) and manage reserve funds.

Responsibilities

• Strategic Joint & Army synchronization to align funding and resources.
• Portfolio & Spend Plan management with coordination across DoD entities.
• Operational execution including tracking funds, LOAs, and OCS with 8th TSC.
• Decision support and governance, briefs for senior leaders and RVB/ASRC inputs.
