Job summary

Peregrine Solutions is seeking an experienced Construction Manager to serve as Owner's Representative on a large-scale, active secure campus program. The role emphasizes change order management, cost controls, and pay application review, requiring a multi-discipline background and field as well as office work.

Located in Maryland, this full-time, project-based position entails site walks, contract analysis, and coordination with design teams to ensure entitlement accuracy and timely responses.

Qualifications

• Bachelor's degree in Engineering (Civil, Structural, Mechanical, or Electrical), Architecture, or Construction Management required.
• 5+ years of construction experience with demonstrated expertise in change order analysis, cost controls, and pay application review on complex projects.
• Multi-discipline background strongly preferred — experience spanning MEP systems, architectural work, and general construction.
• Strong working knowledge of construction contracts and the ability to evaluate entitlement based on contract language, RFIs, directives, and field conditions.
• Experience reviewing and analyzing contractor cost proposals, invoices, and schedule of values for accuracy and compliance.
• Comfortable in an active construction environment; regular site walks are a core part of this role.
• Proficiency with PMIS platforms for document control and reporting.
• Experience on federal, DoD, or secure facility projects preferred.
• Active security clearance or ability to obtain one required.
• CCM certification, OSHA 30, and/or PE/RA licensure a plus.

Responsibilities

• Receive, log, and distribute incoming PCOs to the appropriate stakeholders.
• Review PCOs against contract documents to evaluate entitlement.
• Analyze PCOs across disciplines including MEP, architectural, structural, and general construction scopes.
• Prepare written evaluations with findings and entitlement recommendations.
• Maintain a comprehensive PCO tracking log and monitor status.
• Coordinate Owner's review and response process with design team and stakeholders.
