Job summary

Cogent Communications seeks a skilled professional to lead field-network activity and manage multi-state OSP projects. You will assess excavations and negotiate changes while ensuring safety and Cogent construction standards.

The role entails budgeting, supervising contract teams, and coordinating with operations, real estate, and contracting groups. You will maintain fiber as-builts and respond to emergencies, with a focus on collaboration and reliability.

Qualifications

• BS/BA in Civil Engineering or equivalent experience.
• 1–5 years of outside plant engineering and construction experience.
• Experience in direct management of construction or engineering projects.
• Working knowledge of Cogent cable construction standards.
• Excellent interpersonal and negotiating skills.

Responsibilities

• Responsible for all network field activity on Cogent network.
• Lead 4–11 state projects; coordinate with teams.
• Assess planned excavation/construction activities for conflicts with Cogent fiber.
• Negotiate changes to remove conflicts with Cogent fiber optics cable.
• Prepare cost estimates, scope of work, specifications and bid packages.
• Supervise contract engineering and construction personnel as required.
• Coordinate engineering/construction activities with OSS, Real Estate, Contracts, and others.
• Maintain as-built drawings of fiber routes and coordinate changes.
• Interface with government entities for permits and approvals.
• Typically manages 3–5 projects per month costing $500K–$5M each.
• Provide guidance to lower level OSP Engineers on projects.
• Locate Cogent cable and respond to emergencies.
