Job summary

Cogent Communications in the United States seeks an experienced OSP Engineer/Project Manager to lead field activities on Cogent’s network, typically across a 4–11 state area, ensuring safe, cost‑effective execution of excavation and construction projects while coordinating with operations, Real Estate, Contracts, and vendors.

You will manage multiple projects (3–5 per month, $500K–$5M each) and mentor junior engineers, require 1–5 years in outside plant engineering, knowledge of Cogent

Qualifications

• BS/BA (Civil Engineering preferred) or equivalent experience plus 1-5 years of experience in outside plant engineering and construction.
• 1-5 years of experience must be in direct management of construction or engineering projects.
• Working knowledge of Cogent cable construction standards.
• Excellent interpersonal and negotiating skills.

Responsibilities

• Responsible for all network field activity on Cogent network.
• Manage complex projects typically over a 4-11 state area.
• Assess planned excavation/construction activities for conflicts with Cogent’s fiber cable.
• Negotiate changes in excavation/construction activities to remove conflicts.
• Analyze and prepare cost effective OSP work orders including cost estimates and specifications.
• Supervise engineering/construction activities of contract personnel to ensure safety and Cogent standards.
• Coordinate engineering/construction activities with operations support systems, Real Estate, Contracts, and other entities.
• Maintain permanent as built drawings of fiber routes and coordinate changes with CPR/Drafting groups.
• Coordinate with Access Management for entrances to Cogent buildings.
• Interface with governments for permits and approvals.
• Typically manage 3-5 projects per month costing $500K to $5M each.
• Provide guidance to lower level OSP Engineers on projects.
• Locate Cogent cable and respond to emergencies as needed.
• Team leader on major OSP construction/relocation projects and reimbursable jobs.
• Review construction plans and standards of vendors doing OPS construction for Cogent.

Compensation

[Starting / Initial] Base Salary Pay Range: $80,000 - $110,000
Specific offers within the listed pay ranges are determined by a variety of factors such as experience, education, skills, certifications and business needs.

Responsibilities

• Responsible for all network field activity on Cogent network.
• Working independently on complex projects typically over a 4-11 state area.
• Assesses planned excavation/construction activities by non-Cogent agencies/organizations/companies for conflict with Cogent’s fiber cable.
• Negotiates changes in excavation/construction activities to remove conflicts with Coagent’s fiber optics cable.
• Analyzes and prepares cost effective OSP work orders including cost estimates, scope of work, specifications, and bid packages.
• Supervises the engineering/construction activities of contract engineering and construction personnel as required to ensure safety and compliance with Cogent construction standards.
• Coordinates engineering/construction activities with operations support systems, Real Estate, Contracts, and other entities.
• Maintains the permanent as built drawings of the fiber routes in the area of responsibility and coordinates changes with the CPR and Drafting groups.
• Coordinates with Access Management the telecommunications entrance to Cogent buildings by other communications companies.
• Interfaces with federal, state, county, and city governments for project permitting and approvals.
• Typically manages 3-5 projects per month costing $500K to $5M each.
• Provides guidance/coordination/direction to lower level OSP Engineers on projects as required.
• As required, accurately locates Cogent cable and responds to emergency situations involving the cable.
• Team leader on major OSP construction/relocation projects and reimbursable jobs.
• Reviews construction plans and standards of vendors doing OPS construction for Cogent.
