Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the Bureau of Behavioral Health, Department of Health and Human Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Proof of licenses, certifications, and/or education must be submitted with each application. Primary responsibility includes providing peer recovery services and linkage to care services to program participants in the Hub and Spoke pilot program. Applicant should have the ability to establish effective working relationships with individuals with substance use disorder. Applicant must have knowledge of substance use disorder resources for treatment/harm reduction services. Applicant must have experience working with individuals on Medications for Opioid Use Disorder (MOUD). Applicant must have strong verbal and written communication skills. At the time of application individual must possess a valid Maryland Driver’s license and have reliable transportation.

Examples of Essential Duties

  • Meets with and makes presentations to individuals, organizations and community groups to explain, publicize and promote the program.
  • Represents the program at health fairs, community events, classes, seminars and other gatherings.
  • Assists with displays.
  • Assembles and distributes literature, brochures, pamphlets and other related materials.
  • Promotes program participation by making telephone calls and direct contact in the community.
  • Develops and maintains resource lists.
  • Answers telephone inquiries regarding the program and provides routine information to the public.
  • Assists clients making application to the program.
  • Collects, tabulates, updates and maintains program records and statistics.
  • Assembles periodic statistical reports.

  • May transport clients.
  • Performs other related duties as required.

Required Qualifications
Possession of a high school diploma or appropriate equivalent
plus
Two (2) years of direct outreach experience which includes care coordination for individuals with substance abuse.

Preferred Qualifications
Certification as a Peer Recovery Specialist (CPRS). Candidates that are in training to obtain the certification are encouraged to apply.

  • Skill in the preparation of educational materials and the presentation of programs.
  • Skill in working with the general public, community groups, and other health care professionals.

Licenses and Certificates
Possession of a valid driver’s license equivalent to a non-commercial, class C Maryland driver license is required at the time of application.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. Persons appointed to this classification may be required to work nights, evenings and weekends.

Physical and Environmental Conditions
The work of this classification is generally sedentary, but may require some traveling throughout the County and lifting and carrying in the set up of educational displays and presentations.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
