Job summary

Army Non-Appropriated Funds (NAF) seeks a director for the Installation/Community Outreach Services Program at Fort Carson. You will support active duty personnel, DoD civilians, and families, guiding policy and program delivery across youth services.

Responsibilities include budgeting, staffing, and serving as the SME on Outreach Services, with reporting and briefing duties to command and installation leaders.

Duties

  • May be required to recruit and hire qualified personnel utilizing Army CYS Standard Position Descriptions.
  • Develops program budget and provides to CYS Coordinator for CYS budget.
  • As Subject Matter Expert on installation child and youth Outreach Services issues prepares reports, surveys, and briefings for command and installation on matters pertaining to CYS.
Conditions of employment
  • Direct Deposit and Social Security Card is required.
  • Meet qualification/eligibility/background requirements for this position.
  • A one-year probationary period may be required.
  • Satisfactorily complete an employment verification (E-Verify) check.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
  • The Crime Control Act must be successfully completed and maintained.
  • Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required.
  • Travel to on and off post locations required.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.

A Qualified Candidate Must Possess The Following

Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in fieldwork, which directly relates to CYS such as: early childhood/elementary/secondary/special education, child/youth development, psychology, youth program administration, or a closely related field.

OR

A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In addition to the qualifications listed above, all candidates must possess:
  • At least 24 months working in child and/or youth programs.
  • Experience in child and youth program administration.
  • The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
  • Ability to communicate effectively orally and in writing in English.
  • The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis. Duties may involve working both indoors and outdoors.
Education

Proof of education is required at the time of application.

Note: Education must be directly related to the position to be filled. General Education courses do not count toward the credit total.

PCS Costs
  • Payment of Permanent Change of Station (PCS) costs are authorized based on a determination that a PCS move is in the Government's interest.
Allowances and Differentials
  • This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid.
