Job summary

Army NAF is seeking a CYS Administrator to oversee a level 3+ center-based program and ensure compliant operations for the Installation Child and Youth Delivery System. The role includes planning, staffing, and enforcing DA policies related to CYPPP, registration, and space utilization.

Job description

• A one-year probationary period may be required.
• Satisfactorily complete an employment verification (E-Verify) check.
• Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
• The Crime Control Act must be successfully completed and maintained.
• Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required.
• Travel to on and off post locations required.
• Job requires working both in and out of doors.
• Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.

A Qualified Candidate Must Possess The Following

• Successful completion of a 4 year college or university degree with a major course of study or substantial course work which directly relates to a CYS field: early childhood, elementary, secondary, special education, child and youth development, psychology, youth program administration or a closely related field.
• A combination of education and experience. Successful completion of at least 24 semester hours in a major course of study in education or a field appropriate to education, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described.

Additional Qualifications

• Demonstrated twelve (12) months work experience in at least two (2) CYS program types (FCC, SAS, etc.) that included management of a child or youth program. The work experience must have been equivalent in difficulty and complexity to the next lower grade level.
• Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs.
• Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
• Comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified"

• 5 Years of Army Child and Youth Service (CYS) experience in program management and experience managing over 30 ratio groups.
• 24 months of experience with National Associate for the Education of Young children (NAEYC) or Council on Accreditation (COA).
